Q7) What is the estimated effort per year for each task listed in the RFP/SOW?

A7. This is a performance based requirement requesting proposals. Award will be made based on the evaluation factors for award.

Q8) How much travel within 100 miles radius is anticipated per employee per year?

A8. Unknown. Basically, the Government will not pay for local travel i.e travel to and from the regular workstation.

Q9) Do we need to provide the resumes for surge requirements?

A9. Not at this time. For initial proposal purposes, provide a statement that qualified personal will be provided for surge projects. Resumes will be provided with each surge project proposal which will be based on the specific requirement.

Q10) Paragraph B iii 2 of RPF states “The Contractor shall not work or be paid for any Government holiday or overtime”. Paragraph 3.1.5 of PWS states “Additional hours outside of the standard 40 hour work week may be required....Overtime for cable plan support will be less than 10% and would be provided under a separate CLIN and approved by CO” The two statements appear to be in conflict request advise if Contractor can or can not work and be paid for overtime.

A10) The RFP statement is for the standard work week. The PWS statement is for work over and above the standard. The contractor will get paid for overtime work as requested by the Government. It will not be at the discretion of the contractor.

A11) Was it the government’s intent to leave blank lines in paragraph G. iii. (a)of the RFP?

A11) Yes. It will not be known until award if any item will be incrementally funded.

Q12) Was it the government’s intent to leave blank line in paragraph H. (a) of the RFP?

A12) It is not blank. It is filled in with ***SEE Section M

Q13) According to DFAR data rights are about categories of licenses in recorded information, as opposed to ownership. However, on page 12 of RFP paragraph that begins with “Data Rights”states “The Government shall be the owner and have unlimited rights to use, disclose and/or duplicate the software and all related deliverables produced during the course of this project”. Request verify that for this contract the data rights definition is expanding upon DFAR definition to include ownership? It would appear that government objectives would be attained by requiring all software developed under the contract be provided to government with “unlimited rights”.

A13) Yes, it does expand upon the DFARs definition when and if it ever becomes applicable.

Q14) RFP page 12 para vii. Travel and ODC’s includes following statement “The Contractor may be reimbursed for actual allowable costs that apply over the performance periods”. It is to be understood that there is a possibility the Contractor may not be reimbursed for actual allowable costs? What would be an example of a situation where the contractor would not be paid?

A14) For unallowable or unapproved costs not in accordance with the contract, FAR, and travel regulations.

Q15) RFP page 13 para viii. Section 508 Compliance and PWS paragraph 8.4 both contain the following sentence “The contractor shall indicate for each line item in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CRF 1194.” However, section L of RFP does not require development of a schedule for proposal, request clarification on if a schedule is required and how it will be evaluated.

A15) Section 508 compliance is not an evaluation factor. Your proposal must state whether or not the services provided comply. Review your GSA contract GS06F1084Z.

Q16) Section 52.219-14 of RFP identifies three types of labor, Services, General Construction, Construction by special trade contractors. PWS identifies full time tasking and surge capacity tasking. Request Government designate for each tasking the applicable labor type.

A16) This is a standard clause required by the 8(a) program not a requirement of the PWS. This is a requirement for services, therefore, in order for you to receive an 8(a) award, you must perform at least 50 percent of the work.

Q17) In order to enable bidders to provide the Government a price proposal that can be compared with other Contractors, is it possible to provide additional detail so that correct LOE can be calculated? Additional detail requested:

· Can the Government provide estimated hours per labor category?A “surge” capability of “12 times a year” is noted as being potentially required, but no indication is given as to the scope of the surge. In order to properly bid contract ceiling to accommodate these potential surges, can the government state a LOE for these efforts in number of hours?

· For the purpose of bidding this contract, what number of hours would the government prefer bidders to use to represent a man-year? 2080? 1920? other?

A17a) No. The surge requirements have not yet been defined. Resulting surge requirement task orders will be awarded based on the labor category pricing you provide in your proposal.

A17b) This is a request for proposals, it is up to the offeror to determine the number of hours to represent their man-year.

Q18) Section L paragraph i.3. states there will be two volumes “Volume 1, Technical Proposal” and “Volume 2, Price Proposal” and that Prices and dollar values shall be stated only in the price proposal. Paragraph ii of section L address management and is to include labor rates; paragraph iii of section L addresses technical it requires pricing for each labor category in accordance with the contractors FSS pricelist; paragraph iv of section L addresses past performance. There is no paragraph in section L that addresses the price proposal (volume 2), should paragraph ii of section L be price not management? Furthermore guidance provided will result in prices and dollar values appearing in technical proposal. Request clarification of government intent; are prices to be or not to be in both volumes? .

A18) Provide 2 volumes or “parts” of your proposal. A price proposal and a technical proposal.

Q19) Are contractors expected to provide names/resumes, for both full and surge taskings or just the full time tasking?

A19) See A9.
