About this file

This is a Justification Review Document for a FAR Part 12 sole source procurement approval. Fort Bliss Military Reservation, through Theater Support Contracting at the 418th Contracting Support Brigade in Fort Hood, Texas, seeks approval for a firm-fixed-price contract for maintenance, monitoring, and service of the Integrated Commercial Intrusion Detection System (ICIDS-IV). The procurement is authorized under simplified acquisition procedures for commercial products and services under Title 41 U.S.C. 1901 as implemented by FAR 12.201-1.

The contract will cover all scheduled and unscheduled maintenance, continuous operational monitoring, repairs, and upgrades for the existing DAQ Electronics ICIDS-IV system at Fort Bliss. The requirement is brand-name specific because only DAQ Electronics-certified equipment, software, tools, and replacement parts may be used to maintain operational integrity, system security, and interoperability, and maintenance must be performed by personnel trained and certified by the Original Equipment Manufacturer. The contract includes a 12-month base period (April 1, 2026 through March 31, 2027) and four 12-month option periods extending through March 31, 2031, to be funded with Operation and Maintenance, Army (O&MA) funds. Market research was conducted between February 19 and March 10, 2026, using an RFI on GSA.gov and a Sources Sought notice on SAM.gov (March 4-10, 2026) that generated seven responses. To maximize competition within the constraint of brand-name requirements, the procurement will be structured as a competitive small business set-aside. The justification has been approved by the appropriate authority based on the necessity of maintaining the proprietary system and the competitive environment of qualified small businesses capable of providing the services.

Justification Review Document FAR Part 12 Sole Source Justification and Approval

Program/Equipment: Integrated Commercial Intrusion Detection System (ICIDS) Maintenance, Monitoring, and Service

Authority: Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1.

Amount:

Reviews: I have reviewed this justification and find it adequate to support sole source.

security, and interoperability, only DAQ Electronics-certified equipment, software, tools, and replacement parts may be used. Furthermore, maintenance must be performed by qualified personnel who are trained and certified by the Original Equipment Manufacturer (OEM) to work on this specific system. The use of any other contractor would require replacement of the entire system at a significant cost that would not be recouped through competition.

b. Alternatives: An alternative would be to replace the entire proprietary ICIDS infrastructure to enable full and open competition. However, this is not economically viable at this time and would cause unacceptable delays in securing critical security systems.

c. Impact if justification not approved: Disapproval would lead to a lapse in essential maintenance and monitoring for the installation's intrusion detection system, creating an unacceptable risk to the safety and security of Fort Bliss.

7. Efforts to Obtain Competition: A Sources Sought notice was published on SAM.gov from 4-10 March 2026. The Contracting Officer shall publish the notices required by FAR 5.101.

8. Actions to Increase Competition: For the current acquisition, competition will be maximized to the furthest extent practicable by proceeding with a competitive small business set aside. For future requirements, the Government would need to replace the entire proprietary ICIDS infrastructure to enable full and open competition, which is not economically viable at this time.

9. Market Research: Market research was conducted between 19 February 2026 and 10 March 2026. An RFI on GSA.gov and a Sources Sought notice on SAM.gov were issued. The research confirmed that while the required parts and certification must come from DAQ Electronics, a competitive environment of small businesses capable of performing the services exists. The Sources Sought notice on SAM.gov resulted in seven responses, identifying a pool of interested vendors.

10. Interested Sources: The following sources were identified in the market research as potential suppliers and expressed interest:

11. Other Facts:

a. Procurement History:

12. Technical Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

13. Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

14. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. This determination will be made using price analysis and comparing quotes to the Independent Government Estimate (IGE). As a part of this basis, certified cost or pricing data is not required because the services being acquired are considered commercial.

15. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.

Based on the foregoing justification, I hereby approve the procurement of Integrated Commercial Intrusion Detection System (ICIDS) Maintenance, Monitoring, and Service on a sole source basis for commercial items pursuant to Title 41 United States Code Section 1901 as implemented by Federal Acquisition Regulation 12.201-1. The estimated value of the contract is for a 5 period of performance consisting of a base year and four option years, from approximately April 2026 through approximately March 2031. The approval is subject to the availability of funds, and provided that the services or supplies herein described have otherwise been authorized for acquisition.
