REQUEST FOR INFORMATION (RFI)
Agency/Office: Department of Homeland Security (DHS)
Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO)
Type of Notice: Request for Information
Title: Court Document Retrieval Services
Response Date: Questions Due: No later than 5:00 PM ET on May 13, 2024.
Submissions Due: No later than 5:00 PM ET on May 22, 2024.
BACKGROUND
The arrest, detention, and removal of criminal noncitizens from the United States is one of ICE’s current priorities. To initiate Removal Proceedings under sections 237 and 212 of the Immigration and Nationality Act (INA), court-certified conviction records are required to sustain removability charges based on criminality. Under current DHS immigration enforcement priorities, these court records are even more critical as criminal history is one of the primary aggravating factors in ICE’s decision to target, arrest and remove a noncitizen.
SUMMARY
Successful law enforcement operations require adaptation to changing public safety threats and the ability to continually refine processes and modernize information technologies. The use of modern technologies for retrieval of critical court documents presents ERO with an opportunity to retrieve documents quickly and conveniently from long distance outside a Field Office’s Area of Responsibility (AOR). Currently, court-certified court documents are retrieved by ERO employees in person, or via U.S. Mail, which costs government man-hours and can cause unnecessary delays.
This is a request for information (RFI) for court document retrieval services. The purpose of this request is to conduct market research into obtaining court document retrieval services, allowing ICE ERO Field Offices to efficiently retrieve mission-critical court records. The required court document retrieval services contract will improve the efficiency of ERO and assist in the development of leads which permit ERO Field Offices to focus resources on priority cases involving noncitizens that pose a threat to national security, public safety, and border security.
Accordingly, ERO is seeking a court document retrieval service provider to provide a web-based software subscription that will allow ERO to request, track and manage certified and uncertified court documents. Currently ERO anticipates between 150 users of the software subscription.
This number could increase up to 200 users depending on the viability of the records received over time.
