About this file

This is an Independent Cost Estimate (ICE) document prepared by Collier County, Florida's Facilities Management Division for awning replacement services at the Vanderbilt Beach Parking Garage to address Hurricane Ian damage. The procurement involves replacement of canvas awnings on the west elevation (approximately 68 feet wide) at an estimated cost of $7,000 and the south elevation (approximately 29 feet wide) at an estimated cost of $4,000, along with framework tightening, securing, and adjustment at an estimated cost of $2,500. All canvas awnings must measure 153 inches to the wall plus 4 inches up the wall into the retainer strip and be fabricated in County Green color to meet current hurricane wind load requirements. The estimate was prepared on March 24, 2026, using in-house engineering estimates as the basis for the cost determination. Questions regarding the procurement were required to be submitted by April 7, 2026 at 12:00 PM, with quote responses due on April 14, 2026 at 3:00 PM through the Collier County Procurement Services Division Online Bidding System.

The total estimated contract value is $13,500, representing a Small Purchase procedure under the federal $50,000 threshold. The estimate was developed using in-house engineering and technical analysis by Michael Levy on March 24, 2026. Funding for this procurement is provided through federal and state grant programs, specifically FEMA Public Assistance funding for disaster relief, requiring compliance with all applicable federal regulations and prevailing wage requirements. Award will be made to the responsive vendor submitting the lowest quote, with firm pricing through September 30, 2026. Qualified contractors must be licensed as General Contractors or awning fabrication and installation specialists, possess all necessary business tax receipts and professional licenses, maintain comprehensive insurance coverage including workers' compensation and commercial general liability insurance with Collier County named as an additional insured, and comply with federal requirements including E-Verify enrollment and the Immigration Reform and Control Act.

COLLIER COUNTY

For the Acquisition of Goods and Services Funded By Federal/State Grant Programs

Independent Cost Estimate PRUPOSE: In connection with every procurement action, except a micro-purchase, an Independent Cost Estimate (ICE) must be prepared in advance of receiving a quote, bid, or proposal. This is necessary because the ICE documentation:

• Ensures a clear basis for determining the benefits of the procurement;

• Provides essential procurement and financial planning information;

• Documents Federal compliance in a consistent manner; and,

• Provides a basis for the cost/price analysis.
