Is IBWC expecting to see all SF 330 documentation prior to the first tabbed element (Tabs for Merit Factors) in our proposal? A full SF 330 with both part I and Part II (all the sections filled in0 followed by the Merit Factors in separate Tabs is required.

Does the IBWC expect to see our responses to Merit Factors 1-5 as part of section H of the SF 330 or as separate section? Provide the information for Merit Factors in a separate Tabs after Part II of the SF 330.

Page 1 of 5 of the “Evaluation Factors for Architect-Engineering Services Instructions” refers to a format for sample responses. We do not see a form for sample responses past page 5 of 5. Please clarify if there is a missing document in the solicitation. There is no sample response. Reference to the sample response has been removed.

Page 1 of 5 of the “Evaluation Factors for Architect-Engineering Services Instructions” indicates that the response to Merit Factor 2 to 5 shall fit within 1 page for each category under each merit factor, unless otherwise noted. Page 3 of 5 under this same document allows for more than one page but makes it unclear to what categories this exception applies. Please clarify page limit.

Under Merit Factor 2 requirements, can a project example presented under a category/item not be used on another category/item? Some of the projects are large in scope and can cover multiple categories and items. Please clarify. Yes

Other than the direct response to the Merit Factors, how will the other parts of the SF330 be evaluated, such as SF330 Part 1 Sections A through H. SF 330 will show the firm’s qualifications and capabilities which will be referred to while evaluating the Merit factors.

Does the 12 point Times New Roman Font requirement apply to charts, graphs, figures, maps, and other graphical information?

No, Tables and graphs can be presented in smaller or different font text provided they are easy to read.

Does the 12 point Times New Roman Font requirement apply to the entire SF330 (i.e. not just the responses to Merit Factors)?

12 point Times New Roman Font is required when filling out the SF 330s.

Under the SF-330 Section F format, does the 5-year limit in project age apply to projects for this section? Is there an age limit for projects to be listed under Section F? The SF 330’s is used to confirm the Firms capabilities. Yes, if the 5-year limit is relevant to the capability being confirmed.

If not Merit Factors, what additional information shall go in Section H? Any additional information not included in other sections of SF 330 or Merit Factors can be included in Section H to help the reviewer understand offeror’s capabilities.

There seems to be a differing description in A-E Services SOW and the Evaluation Factors with regards to treatment.

· In the SOW, the treatment related work is described as: “C.3.1.2. Design services for rehabilitation, renovation, repair, maintenance, and new construction for civil environmental works, including wastewater (both advanced primary and secondary treatment) plants, wastewater collection, conveyance facilities, water treatment plants and potable water distribution systems. Design services shall include assessments, master planning, pre-design, conceptual, final designs, and preparation of the estimate of probable construction costs.”

· In the Evaluation Factors Section, the category includes the following WW treatment items:

3. Studies, Analysis, and Design of Wastewater Treatment Plants (5 points)

a. Upgrade to existing wastewater treatment plants required for permit compliance and/or capacity increases (3 points)

b. Advanced Primary Treatment (1 point)

c. Secondary Treatment (1 point)

We would like a clarification regarding information needs in the SOQ with regards to potable water items described in the SOW and the WW items listed in the Evaluation Factors.

The SOW includes all possible projects for the next five years and is general in nature because we never know what may suddenly come up; we have wastewater and water treatment facilities and there is always the possibility of a needed upgrade or repair. The Evaluation Factors identified those projects which were more critical in evaluating experience.

1. Does the Combined Synopsis/Solicitation under solicitation number IBM17R0004 contain requirements similar to a current contract?

Yes.

2. If possible, please provide the current contract number.

Or, is this a new requirement for the government?

IBM15D0001, IBM15D0002, and IBM15D0003

III.

Offerors shall submit one (1) original and four (4) copies for total of (5) binders plus a digital copy on CD.
