Is it considered a benefit to include a Mexican National Architect and/or Engineer as part of the team with this submittal? |
This statement is to let the contractors know that the work will have to be coordinated in a foreign environment with different language and work culture. There is no preference for Mexican Firms, Mexican National Architect or Engineers.

| Please clarify the expectation for the SF 330 and the Additional Factors (Merit Factors 1 - 5) in terms of location of material to be presented. There is some question about whether BOTH a full SF 330 Part I - Sections A through H is required, and if a repetition of some of the material is requested in Merit Factors 1, 2, and 3; or, is the requirement to include all the Merit Factors in Section H or collectively in an appendix to SF 330. |
A full SF 330 with both Part I and Part II (all the sections filled in) followed by the Merit Factors in separate Tabs is required.

Thirty-three (33) pages will cover all of the Items within each Category.

12 point, Times New Roman Font applies to all texts excluding tables and graphics. Tables and graphics can be presented with smaller or different font texts provided they are easy to read.

| The evaluation and scoring criteria states that the information that will be evaluated and scored is limited to that which will be provided under each Merit Factor. How will the other information provided in the various SF330 sections be considered, scored or used in the evaluation of proposals? The reason this is asked is because there are several statements that note that - "additional information submitted other than what is requested as part of the information required under each Merit Factor will not be read and evaluated." |
SF 330 will show the firm’s qualifications and capabilities which will be referred to while evaluating the Merit factors. Additional information here refers to extra information beyond the page limit specified in the evaluation of each Merit Factor.

No, Section F of SF330 will show the firm’s general capability. For Merit Factor 2, projects need to be listed/described in a separate Merit Factor 2 Tab.

| In Merit Factor 2, please clarify the term "Provide a list of projects performed during the last 5 years …" The term "list of projects" appears to be at odds with the statement that the "description of work shall not exceed ten lines." |
The “description of work shall not exceed ten (10) lines” is related only to Merit Factor 2, 1(g).

| The requirement for Merit Factor 2, which states - "Provide a list of projects performed during the last five (5) years similar in nature to the work described for each Category under Merit Factor 1. For Categories 1 through 5, a maximum of five (5) projects per Category shall be listed. For Categories 6 through 9, a maximum of two (2) projects per Category shall be listed." Given that there are 21 subcategories under categories 1 to 5, is the Government requesting a maximum of 5 projects for each subcategory for a total maximum of 105 projects? Also, for categories 6 to 9, which have a total of 12 subcategories, is the Government requesting a maximum of 2 projects for each subcategory for a total maximum of 24 projects? or, do these requirements apply to the main categories only, which would then require a maximum of 25 projects under categories 6 to 9 and a maximum of 8 projects under categories 6 to 9? |
The maximum applies to the Category, not Item, therefore, a maximum of twenty five (25) projects for Categories 1 through 5, and maximum of eight (8) projects for Categories 6 through 9 are required.

| Please confirm that the statement "Provide one (1) example, for each Category 1 through 9 above, of past performance in quality of work, cost controls, compliance with performance schedules, and managerial abilities, demonstrating timely completion, reasons for any modifications to contract, and difficulties or issues with contract and resolution to each," really means that the Government is expecting a total of nine 1/2 page write-ups and that each write-up must cover the four major headings of (1) quality of work (2) cost control (3) compliance with performance schedules and (4) managerial abilities. |
Yes, as stated in Merit Factor 2, Item 2 on Page 4 of 5; however, two examples (2) can be included in one (1) page, reducing the total number of pages submitted.

II.
1. The J.02_Evaluation_Factors_for_IDIQ_Services.pdf references “the last page” for a sample response for format, but I was unable to locate this sample document.
Please disregard this sentence; sample response will not be provided as filling in instructions are provided with SF 330. The various sections of SF 330 and Merit Factors document need to be separated by Tabs to help during reviewing and evaluating process.
2. Typically, we develop a joint SF330, Part I, which includes all subcontractor information, but we do include a Part II for each subcontractor. Is this the expected response for this submittal as well?
Yes.
3. Are registrations/certifications required for the cost engineer and network/communications engineer?
Merit Factor 3 requires to provide information discussing qualified professional who are certified and highly trained in various disciplines listed in J.02 Evaluation Factors including cost engineer and network/communications engineer.
4. Any chance of an extension due to Memorial Day as many folks will take time off around the holiday?
Due 9 June 2017.
III.
1. How will the SF330 Section of Offeror’s submittals be scored?
While evaluating the Merit Factors, the reviewers will also refer to contents in SF 330.
a) Will SF330 Section E Resumes be scored as part of Merit Factor 3 - Professional Qualifications Necessary for Satisfactory Performance of A-E Services? If not, please identify how SF330 Section E Resumes will be evaluated.
Merit Factor 3 will include discussion of qualified professionals in the 20 key disciplines. The reviewer will refer back to SF 330 Section E resumes during reviewing process.
b) Will SF330 Section F Projects be scored as part of Merit Factors 1 and/or 2? If not, please identify how SF330 Section F Projects will be evaluated.
Suite of projects listed in Section F will provide Offeror’s qualification; these projects can also be part of Merit Factors description. During evaluation, the reviewers will refer back to the complete SF 330.
2. Please confirm that offeror’s projects shown in the SF330 Section F may include IDIQ contracts as well as individual Task Orders or stand-alone contracts.
Yes.
3. Please clarify whether the responses to Evaluation Factors are to be provided separate from the SF330 submittal (in its own binder) or if the responses to Evaluation Factors should be included as part of the SF330 Section H (included in the SF 330 binder)?
Merit Factors separated by Tabs can be placed after the Part II of SF 330 within the same binder.
4. If the responses to the Evaluation Factors are to be provided in a binder separate from the SF 330, please confirm the number of binders to be provided for the Evaluation Factor submittal. Is one binder required (as indicated in Item 6), or should five binders be provided (similar to the SF330 submittal requirement)?
One three ring binder is sufficient to include the SF 330, followed by the Merit Factors separated by Tabs.
5. What information is supposed to be included on the digital copy on CD? Just the SF330, or also the response to the Evaluation Factors?
Everything provided in the three ring binder needs to be included on CD.
6. What type of information is requested or recommended to be included in Section H of the SF330 submittal?
Any additional information not included in other sections of SF 330 or Merit Factors can be included in Section H to help the reviewer understand offeror’s capabilities.
IV.
1. Are bidders required to provide a Small Business Subcontracting Plan per FAR 52.219-9 as part of our proposal submission?
Yes, it needs to be placed after the Merit Factors separated by a Tab.
2. Are bidders required to provide a completed Section K- Representations, Certifications, and Other Statements of Offerors or Respondents as part of our proposal submission?
Section K.01 needs to be included in a separate Tab named “Additional Information”.
3. Are bidders required to provide a completed Section L.01 as part of our proposal submission?
Section L.01 needs to be included in a separate Tab named “Additional Information”.
4. In Section M.01 of the Solicitation document, Merit Factor 5 is identified as Internal Projects. However, Attachment J.02 Evaluation Factors, indicates that Merit Factor 5 is Firm’s location and knowledge of the locality. Please clarify.
Section M.01 of solicitation changed to match Attachment J.02.
5. Regarding Attachment J.02 Evaluation Factors:
a. Please confirm the reference to the 12 point, Times New Roman applies only to the additional information portion of our submission.
12 point, Times New Roman Font applies to all texts excluding tables and graphics. Tables and graphics can be presented with smaller or different font texts provided they are easy to read.
b. Given the large amount of required information that must be provided within the specified page limits, may bidders use 10 point for tables and graphics?
Yes, as stated in answer to question 5a as long as it is easy to read.
c. Page 1 indicates that a format of sample responses is provided on the last page. However, none were provided. Please provide a format of sample responses to ensure our responses are provided in the format that will be evaluated.

6. RFP Documents refer to three sections for this proposal: 1) SF 330; 2) Merit Factor Responses; and 3) Volume I. Can you please confirm the order of the requested sections in the binder?
There is no preferred order as long as sections are separated by Tabs and a Table of Contents is provided at the beginning.

VI.
1. Will USIBWC accept the org chart as an 11x17 size and if so, will it count as 2 pages?
Use 8.5 inch X 11.0 inch size paper for all your responses.
2. Do the font and margin requirements apply to all SF330 sections or just the five Merit Factors?
The font and margin requirements apply to both SF 330 as well as Merit Factors. However for tables and graphics, smaller font size can be used as long as it is easy to read.
3. Would the USIBWC consider a smaller and/or different font other than 12 pt Times New Roman acceptable for tables and exhibits?
For tables and graphics, smaller font size can be used as long as it is easy to read.
4. The RFP states that SF 330's must also be submitted for all proposed subcontractors. Does USIBWC expect a SF330 Part I and II for all subs or just a Part II for each subcontractor?
Please provide the subcontractor’s information in both Part I and Part II of SF 330 along with the Offeror’s information.
5. Is there a backlog of projects for the new contract and if so, what is the magnitude of the projects expected in the first year of the contract?
Number of projects expected can’t be determined now as it depends on project priority and availability of funds.
6. Does the USIBWC expect to see offerors identify geotechnical testing subcontractors under this contract?
Yes, if you plan on subcontracting these services.
