ENVIRONMENTAL INFORMATION
00.31.24 Environmental Information 00.31.24-Environmental Information
PART 1 - GENERAL
A. The Project’s environmental assessment, titled "Final Environmental Assessment for
Replacement of the Old American Canal Located in El Paso, Texas," dated December 6, 2001, was prepared for USIBWC by ENCON International, Inc.
(1) This document is available for Contractor review at:
http://www.ibwc.gov/EMD/reports_studies.html#Environ_Assessments .
B. The Finding of No Significant Impact (FONSI) was published in the Federal Register on
March 7, 2002. It can be downloaded at: http://www.gpo.gov/fdsys/pkg/FR-2002-03-
07/pdf/02-5395.pdf
C. An environmental assessment was written for the construction of DHS's border fence adjacent to the American Canal - Lower Reach. This report is entitled "Final Phase I
Environmental Site Assessment, El Paso Fence K-1B Section," dated June 30, 2010, and was prepared by Gulf South Research Corporation. An amendment to this report was published on September 30, 2010 entitled "Soil Sampling and Analysis Report." Both reports will be made available for Contractor review.
D. A historical analysis of the American Canal is presented in "Controlling Water on the
Border: the American Canal System, International Boundary and Water Commission, El
Paso, Texas" by Neal W. Ackerly, dated November 1999. An addendum was provided to this report in August 2000 by Parsons Engineering Science, Inc. and was entitled
"Supplemental Report - Controlling Water on the Border: the American Canal System, International Boundary and Water Commission, El Paso, Texas."
E. These documents list environmental and cultural areas of concern that need to be addresses during construction activities.
(1) Culturally Sensitive Areas
a. Properties adjacent to this construction area are recognized as historically significant.
(2) Biological Resources
a. Work should be schedule to occur outside of the bird breeding season whenever possible. The breeding and nesting season is from March 1 through August 31. If work continues into the bird breeding season the areas proposed for disturbance will be surveyed in order to avoid the inadvertent destruction of nests and eggs
(3) Natural Resources
a. Equipment cannot be parked, staged, or used under large, mature trees. Keeping equipment away from the large, mature trees will prevent incidental damage to the tree and prevent compression of the root ball.

PART 1 - GENERAL
1.1 ASRACO INFORMATION
A. Portions of the American Canal are immediately adjacent to the ASARCO (American
Smelting and Refining Company) and USIBWC’s property has been contaminated by metals such as arsenic, cadmium, lead, and selenium, which have migrated from the
Smelter. The dangers of lead and arsenic contamination in soils and groundwater are well-known, and the contamination in the El Paso area is well documented.
B. ASARCO executed a State Enforcement Order with the Texas Commission on
Environmental Quality (TCEQ) in 1996 relating to the ASARCO Smelter, but has still not implemented corrective actions to eliminate the offsite migration of metals from the
ASARCO property. Continued contamination from the ASARCO property has required
USIBWC to address the dangers of lead and arsenic in carrying out its responsibilities at the American Dam and adjacent areas.
C. Personnel working in the area should be advised to utilize personal protective equipment and implement dust suppression techniques, such as soil wetting. It is prudent that the
Contractor refers to Occupation Health and Safety Administration (OSHA) regulations for specific guidelines on how to reduce work-related exposure to potential contaminated soils, specifically the OSHA Lead in Construction Rule (29 CFR 1926.62).
D. ASARCO maintains a website devoted to the remediation of the El Paso site. The address is: http://www.recastingthesmelter.com/ .
1.2 TECHNICAL PUBLICATIONS
A. The following reports address soil contamination near or within the project area:
(1) "Technical Memorandum: Environmental Issues and Concerns, Conceptual Design
Study of Replacement Canal Lining, American Canal, American Dam to International
Dam" by MWH dated October 15, 2001.
(2) "Conceptual Design Report: American Canal Lining Replacement Study" by MWH dated June 7, 2002.
(3) "A Study on the Source of Anomalous Lead and Arsenic Concentrations in Soils from the El Paso Community, El Paso, Texas" by Dr. John W. Drexler, dated June 5, 2003.
B. The environmental reports identified in Specification 00.31.24 also discuss hazardous material within the immediate Project area.
