(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(a) Basis for Contract Award: In accordance with FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government, price and other factors considered. This constitutes a best value tradeoff source selection. The following factors will be used to evaluate offers:

Factor 1: Technical Capability

Subfactor 1: Proposed Execution

Subfactor 2: Design

Subfactor 3: Management Approach

Factor 2: Price

Factor 3: Past Performance

(b) Relative Importance: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Technical Capability factor is significantly more important than Past Performance or Price. Within the Technical Capability factor, Subfactors 1 and 2 are of equal importance, and when combined, are significantly more important than Subfactor 3. To be considered for award, a rating of no less than "Acceptable" is required for the overall Technical Capability factor and for each technical subfactor.

(c) Evaluation Approach:

Factor 1 - Technical Capability: The Government will evaluate the offeror's proposal for strengths, weaknesses, and deficiencies against the requirements of the solicitation. Each technical subfactor will be assigned one of the following adjectival ratings: Outstanding, Good, Acceptable, Marginal, or Unacceptable. An "Unacceptable" rating in any subfactor will render the entire proposal unawardable.

Factor 2 - Price: Price will not be scored but will be evaluated for reasonableness, completeness, and balance in accordance with FAR 15.404-1(b). The Government reserves the right to determine a proposal unacceptable if prices are found to be unreasonably high or unbalanced.

Factor 3 - Past Performance: The Government will conduct a performance confidence assessment based on the recency, relevancy, and quality of the offeror's past performance record. This assessment will result in one of the following ratings: Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence (Neutral). An offeror without a record of relevant past performance will receive an "Unknown Confidence (Neutral)" rating and will not be evaluated favorably or unfavorably on this factor.

(d) Options: In accordance with FAR 52.212-2(b), the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This evaluation does not obligate the Government to exercise the option(s).

(e) Discussions: The Government intends to award without discussions, as permitted by FAR 52.212-1(g). However, the Government reserves the right to conduct discussions if determined by the Contracting Officer to be necessary.

(f) Notice of Award: A written notice of award issued to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
