Performance Work Statement Summary: JCLC Buffalo-26 Meals, Lodging, and Training Support

This Performance Work Statement establishes requirements for a non-personal services contract to provide comprehensive meals, lodging, and training support for the Junior Cadet Leadership Challenge (JCLC) Buffalo-26. The contract period runs from June 3-27, 2026, with active service delivery occurring June 24-27, 2026. The contractor must serve 110 cadets and 18 cadre (128 total personnel) at a location within 260 miles of Buffalo, New York. For lodging, the contractor shall provide beds with mattresses for all personnel, with separate accommodations for male and female cadets organized by platoons, separate cadre housing, and separate male and female latrines with shower facilities. Cadets provide their own sheets and pillows.

Training Facilities and Activities: The contractor must provide comprehensive facilities and certified staff for multiple challenge courses and activities. These include: climbing walls (20-60 feet high with beginner and advanced options), rappelling and climbing areas with ropes and nets (20-60 feet), high ropes confidence course (exceeding 20 feet with minimum 10 stations), low ropes confidence course (not exceeding 4 feet with minimum 10 stations), zip line (20-60 feet), leadership reaction course with minimum 10 stations, water activities with drown proofing capability and two lifeguards, obstacle course with military-style elements, land navigation course on minimum 10 acres of mixed terrain, and athletics/graduation ceremony area (1-2 acres). The contractor must provide minimum seven (7) Association for Challenge Course Technology Practitioner Level 1 certified personnel for all high-risk activities. Additional facilities required include a classroom (20x50 feet minimum), command/control/communication room with six tables, 24 chairs, landline telephone access (24 hours daily), and internet connectivity, a medical first aid station with minimum one Emergency Medical Technician available 24 hours daily, and an indoor inclement weather facility. Transportation must be available approximately 8 hours daily for four training days, with facilities located within 20 minutes of lodging. The contractor shall attend a resource working group on June 3, 2026 to coordinate all services and submit final menus electronically to the JROTC Camp Commander.

PERFORMANCE WORK STATEMENT (PWS)

2BDE JCLC BUFFALO-26 – Meals, Lodging, and Training Support

3 June 2026 to 27 June 2026

Part 1 General Information

1. GENERAL: This is a non-personal services contract to provide meals, lodging, training and facilities for cadets and cadre conducting Junior Cadet Leadership Challenge (JCLC) Buffalo-26 from 3 June 2026 to 27 June 2026. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide meals, lodging, and training facilities in accordance as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2. Background: The Army Junior Reserve Officer Training Corps (JROTC) program has an annual training requirement which the Contractor provides all associated support requirements for JCLC Buffalo-26. The Contractor provides trained staff to provide meals and training for cadets and cadre while they conduct training.

1.3. Scope: The Contractor shall complete a resource working group on 3 June 2026 and shall provide meals, lodging & training facilitation from 24-27 June 2026 for JCLC Buffalo. A total of 110 cadets and 18 cadre will attend the event at JCLC Buffalo training includes Canoeing, High & Low Confidence Courses, Leadership Reaction Course, Obstacle Course, Rappel Tower, and Land Navigation.

1.4. Objectives:

The Contractor shall provide meals, lodging, personnel, equipment, supplies, facilities, and transportation for 110 cadets and 18 cadre from 24-27 JUN 2026 in support of JCLC Buffalo.

Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide approval of the final meal selection.

1.5. General Information

1.5.1 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The

Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which the contractor assures the work complies with the requirement of the contract.

1.5.1.2 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 24 hours of identifying those issues. Verbal reports shall be followed up by written reports within 3 days.

1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).

This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.5.3. Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal.

1.5.3.1 U.S. Holidays: Work shall be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

1.5.4 Hours of Operation: The Contractor shall be available to conduct business between 0500 to 2100 on 24-27 June 2026.

1.5.5. Place of Performance: 260 miles or less from Buffalo, New York. Schools in Buffalo, NY 14207.

1.6. Security Requirements: The following information is provided on security related matters. Contractor personnel performing work under this contract are not required to have a security clearance.

1.6.1 Physical Security: The Contractor shall safeguard all Government equipment, information and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.

1.8 Contracting Officer’s Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

1.9 Key Personnel

1.10 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. All Contractor personnel shall be required to always wear Badges from the Visitors Center during their stay throughout the event.

1.11 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/, the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.

1.12 Organizational Conflict of Interest: Contractor and Subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.13 Utility Conservation: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

1.14 Taxes. The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the Contractor upon request.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations.

This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.7. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

2.1.8. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.9. SUBCONTRACTOR. One that enters into a contract with a prime Contractor.

The Government does not have privity of contract with the subContractor.

2.1.10. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.11. WORK WEEK. Monday through Friday, unless specified otherwise.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED PROPERTY AND SERVICES

4.1. General: The Contractor shall furnish all food, meal serving services, equipment, supplies, management, supervision, facilities and labor to perform work under this contract that are not listed under part 3 of this PWS.

4.2. Materials: The Contractor shall furnish all materials, supplies and equipment necessary to meet the requirements under this PWS to include all condiments, utensils, plates, napkins and cleaning supplies.

4.2.1. The Contractor shall provide a bed or bunk with mattress to each cadet and cadre member. The cadets and cadre will provide their own sheets & pillows.

4.4. Equipment: The Contractor shall be responsible for set up of the serving line, tables, cooking equipment and meal serving equipment. Chafing dishes will be used to keep meals warm. The Contractor shall provide all cleaning supplies to clean the tables and be responsible for all trash removal.

4.5 Medical Support: The Contractor shall provide trained and qualified medical staff that will be on site the entire time throughout the event. Minimum requirement will be at least one person with Emergency Medical Technician (EMT) Certification, an on-call physician and a landing area for air evacuation.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The Contractor shall attend a resource working group with the JROTC Camp commander on 3 June 2026 for coordination of services. The Contractor

shall provide all services for meal preparation, serving, and clean up as well as furnishing all lodging, facilities, equipment, showers, latrines, and facilities for 110 cadets and 18 cadre for the performance of this contract.

5.1.1. The Contractor shall furnish all necessary servicing equipment and provide disposable utensils, disposable plates, disposable cups, condiments, and napkins to all authorized personnel.

5.1.2. The Contractor shall provide the necessary management, supervision and labor required to set up, serve, and clean up for the meal as well as support the lodging and training requirements of this PWS.

5.1.3. The Contractor shall provide two serving lines for each meal to expedite the service.

5.1.4. The Contractor shall provide the necessary management, supplies, equipment, supervision, and labor required to set up, clean up and remove trash from the dining area.

5.2. Meals

5.2.1. Menus. The Contractor shall provide a menu like the one stated in 5.2.2. The menu shall be coordinated at the resource working group Any changes to the menu for alternative replacement agreed upon at that time.

5.2.2. Sample Menu:

Breakfast sample 1: Pancakes, waffles, cold cereal, home fries, sausage, eggs, 3 whole fruit choices, 2 assorted juice choices, milk & coffee (and condiments)

Breakfast sample 2: French toast, waffles, home fries, bacon, eggs, cold cereal, 3 whole fruit choices, 2 assorted juice choices, milk & coffee (and condiments)

Lunch sample: Cold cuts / sandwich on bread or roll, lettuce, cheese, mayo, mustard, etc., chips, 2 choices of dessert, fruit punch, milk & coffee (and condiments)

Dinner sample 1: Lasagna, chicken tenders (2 choices), rice pilaf, baked potatoes, 2 vegetable choices, 3 desert choices, salad, rolls, juice, milk, & coffee (and condiments)

Dinner sample 2: Fish sandwich, beef stroganoff, egg noodles, (2 choices), potato wedges, 2 vegetable choices, 3 desert choices, salad, rolls, juice, milk, & coffee (and condiments)

Vegetarian Options: Variety of pastas, rice pilaf, baked potatoes, 2 vegetable choices, 3 dessert choices, salad, rolls, juice, milk, coffee and condiments.

5.2.3. Consideration / accommodations shall be made for vegetarian meals for approximately 5 to 8 people per meal.

5.2.4. The Contractor shall deliver, and setup all equipment required to prepare, cook and serve the food at least 30 minutes prior to serving time. The Contractor shall have meals ready to serve at least 15 minutes prior to the scheduled times below. Upon completion of the meal, the Contractor shall clean and sanitize the serving and eating areas in the facility.

5.2.5. Feeding Times:

5.2.6. Contractor will provide each cadet a bagged lunch at breakfast. Each lunch will be individually wrapped in a paper bag.

5.3. Lodging:

5.3.1. The Contractor shall provide lodging for a total of 110 cadets and 18 cadre in support of this JCLC.

5.3.1.1. The Contractor shall provide the capability to lodge female and male cadets separately and provide separate male and female latrines, including showering and personal hygiene areas. Male cadet housing shall be organized by platoons. Female cadet housing may be combined based on numbers of females attending training.

5.3.1.2 The Contractor shall provide cadre lodging separate from cadets with access to latrines and showers.

5.3.1.3 The Contractor shall provide a bed (with mattress) for each cadet and cadre.

Cadets will be responsible for bringing their own sheets & pillows or sleeping bags.

5.4. Facilities:

5.4.1. Classroom. The Contractor shall provide a building or large room (minimum of equivalent of 20 x 50 feet in size) in a building for in-processing of cadets on opening day and for use as an indoor classroom. Room must be large enough

5.4.2. Command, Control, and Communication. The Contractor shall provide a building or large room in a building equipped with a minimum of six(6) six-foot tables and twenty-four (24) chairs with access to hard wired (landline) telephone capability for the Cadre to access 24 hours a day for emergency communication. The Contractor shall also provide cadre with internet access to ensure communication and reports may be provided to U.S. Army Cadet Command representatives as required.

5.4.3. Medical. The Contractor shall provide a building or separate room to set-up a first aid station with a minimum of one (1) Emergency Medical Technician that will be available 24 hours a day. The Contractor shall provide first aid. The government will provide transportation to medical facilities, if required. The space must include access to communication capabilities as described in Para 5.4.2.

5.4.4. Climbing wall. The Contractor shall provide a climbing wall or walls that do not exceed 60 ft. in height and is a minimum of 20 ft in height. The climbing wall shall provide a climbing option for beginners, such as a ladder, and a straight climbing area of varying difficulty for more advanced climbing.

5.4.4.1. Climbing ropes. The Contractor shall provide a climbing area that consists of both ropes and nets. Climbing ropes and nets shall not exceed 60 ft. in height and be a minimum of 20 ft. in height.

5.4.4.2. The Contractor shall provide all necessary rappelling and climbing ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct rappelling and climbing activities.

5.4.4.3. The Contractor shall provide a minimum of seven (7) Association for Challenge Course Technology Practitioner Level 1 trained and certified personnel to conduct and monitor all rappelling and climbing activities in accordance with applicable safety rules and regulations. Certifications will be reviewed by the JROTC Camp Commander.

5.4.5. High and Low Confidence Courses.

5.4.5.1. The Contractor shall provide a High Ropes Confidence Course that consists of ten or more events, stations, or legs. Course shall exceed 20 feet in height above the ground and allow for cadets to navigate the entire course without returning to the ground until completion.

5.4.5.2. The Contractor shall provide a Low Ropes Confidence Course that consists of ten or more events, stations, or legs. Course will not exceed four feet in height above the ground and will support learning teamwork and problem solving.

5.4.5.3. The Contractor shall provide all necessary ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct high and low ropes confidence course activities.

5.4.5.4. The Contractor shall provide a minimum of seven (7) Association for Challenge Course Technology Practitioner Level 1 trained and certified personnel to conduct and monitor all high and low ropes confidence course activities in accordance with applicable safety rules and regulations. Certifications will be reviewed by the JROTC Camp Commander.

5.4.6. Zip Line. The Contractor shall provide a zip line activity that shall not exceed 60 ft.

in height and shall be a minimum of 20 ft. in height at its starting point. Participants shall be attached to the zip line in a manner which ensures the cadet cannot fall even if they fail to maintain physical control of themselves. The Contractor shall provide a minimum of seven (7) Association for Challenge Course Technology Practitioner Level 1 trained and certified personnel along with all necessary ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct zip line activities. Certifications will be reviewed by the JROTC Camp Commander.

5.4.7. Leadership Reaction Course (LRC). The Contractor shall provide an LRC that requires teamwork and problem solving to complete. The LRC shall consist of a minimum of ten separate stations. The Contractor shall provide all necessary ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct LRC activities. The Contractor shall conduct and facilitate the LRC.

5.4.8. Water Activities. The Contractor shall provide access to an outdoor swimming location that allows for the conduct of drown proofing training with a minimum of two (2) lifeguards.

5.4.9. Obstacle Course. The Contractor shall provide an obstacle course to include military style course with climbing ropes or nets and crawling obstacles. Any obstacle over 20ft. in height shall be placed off-limits and inaccessible to cadets and cadre.

5.4.10. Land Navigation and Orienteering.

5.4.10.1. The Contractor shall provide a building or large room in a building for cadre to use while teaching cadets land navigation classes.

5.4.10.2. The Contractor shall provide an area that is a mix of wooded, brushy, and open area that is a minimum of 10 acres in which cadre may create and conduct a land navigation course.

5.4.11. The Contractor shall provide an area 1 to 2 acres in size to conduct organized athletics/graduation ceremonies. The Contractor shall also provide for and assist in administering physical fitness tests as needed. If the Contractor does not have a dedicated running area suitable for conducting a one (1) mile run, the Contractor shall coordinate with local law enforcement for temporary road closures to support a one (1) mile run event.

5.4.11.1. The Contractor shall provide properly trained staff to facilitate all organized activities.

5.4.12. Other Training events/areas

5.4.12.1. The Contractor shall provide organized team building, team bonding, and leadership development activities during the requested times. Additional activities will be reviewed by Government POC for approval 10 calendar days prior to the JCLC.

5.4.12.2. Inclement weather facility. The Contractor shall provide an indoor facility capable as large of conducting organized team building, team bonding, and leadership development activities in the event of inclement weather.

5.4.13. Transportation. The Contractor shall provide training facilities along with transportation to/from these training facilities if needed that can be used approximately 8 hours a day for the four training days. The Contractor shall provide training facilities within 20 minutes commuting time of the lodging.

IAW PWS paragraph 5.1. The Contractor shall attend a resource working group.

IAW PWS paragraph 5.1.3., The Contractor shall provide two serving lines.

Provide two serving lines for each meal to expedite the service and keep training on schedule.

IAW PWS Paragraph 5.2.1., Menus.

The Contractor shall provide a menu like the one stated in 5.2.2.

The menu shall be coordinated at the resource working group with the Camp Commander. Any changes to the menu for alternative replacement can be agreed upon at that time.

100% requirement to submit a final menu.

IAW PWS paragraph 5.2.4., the Contractor shall deliver, and setup all equipment required to prepare cook and serve the food at least 30 minutes prior to serving time and ready to serve at least 15 minutes prior to the schedule.

Meal areas need to be ready to serve meals starting at the scheduled times.

Rated no less than 90% set up within 30 minutes and ready to serve within 15 minutes.

IAW PWS paragraphs 5.3.1.1. and 5.3.2.2., The Contractor shall provide adequate lodging for Cadets and Cadre.

IAW PWS Paragraph 5.4.1 Classroom. The Contractor shall provide a building or large room.

Minimum of equivalent of 20 x 50 feet in size.

IAW PWS paragraph 5.4.2., Command, Control, and Communication. The Contractor shall provide a building or large room in a building equipped with tables and chairs with access to hard wired (landline) telephone.

Telephone, internet access for administrative action and emergency response. (24 hours a day)

IAW PWS paragraph 5.4.3. Medical.

The Contractor shall provide a building or separate room to set-up a first aid station with a

IAW PWS paragraph 5.4.4. Climbing wall. The Contractor shall provide a climbing wall or walls.

Walls that do not exceed 60 ft. in height and is a minimum of 20 ft in height. The climbing wall shall provide a climbing option for beginners, such as a ladder, and a straight climbing area of varying difficulty for more advanced climbing.

IAW PWS paragraph 5.4.4.1.

Climbing ropes. The Contractor shall provide a climbing area that consists of both ropes and nets.

Climbing ropes and nets shall not exceed 60 ft. in height and be a minimum of 20 ft. in height.

90% tolerance of ropes size.

IAW PWS paragraph 5.4.4.2., 5.4.4.3., The Contractor shall provide all necessary rappelling and climbing ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct rappelling and climbing activities including trainers.

The Contractor shall provide a minimum of seven (7) Association for Challenge Course Technology Practitioner Level 1 trained and certified personnel to conduct and monitor all rappelling and climbing activities in accordance with applicable safety rules and regulations.

Certifications will be reviewed by the JROTC Camp Commander.

Course shall exceed 20 feet in height above the ground and allow for cadets to navigate the entire course without returning to the ground until completion.

IAW PWS paragraph 5.4.5.2. The Contractor shall provide a Low Ropes Confidence Course that consists of ten or more events, stations, or legs.

Course will not exceed four feet in height above the ground and will support learning teamwork and problem solving.

IAW PWS Paragraph 5.4.5.3. The Contractor shall provide all necessary ropes, harnesses, safety helmets, and other associated equipment.

All equipment will be required for the high and low ropes courses.

100% requirement for all equipment.

IAW PWS Paragraph 5.4.5.4 The Contractor shall provide a minimum of seven (7) ropes trainers.

Trainers will be Association for Challenge Course Technology Practitioner Level 1 trained.

100% requirement.

IAW PWS Paragraph 5.4.6. Zip Line.

The Contractor shall provide a zip line.

Zip line shall not exceed 60 ft. in height and shall be a minimum of 20 ft. in height at its starting point. Participants shall be attached to the zip line in a manner which ensures the cadet cannot fall even if they fail to maintain physical control of themselves.

IAW PWS Paragraph 5.4.7.

Leadership Reaction Course (LRC).

The Contractor shall provide an LRC that requires teamwork and problem solving to complete.

The LRC shall consist of a minimum of ten separate stations. The Contractor shall provide all necessary ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct LRC activities. The Contractor shall conduct and supervise the LRC.

90% tolerance of events and measurements.

IAW PWS Paragraph 5.4.8. Water Activities. The Contractor shall provide access to an outdoor swimming location.

Pool that allows for the conduct of drown proofing training with a minimum of two (2) lifeguards.

100% requirement.

5.4.9. Obstacle Course. The

Contractor shall provide an obstacle course

Course needs to include military style course with climbing ropes or nets and crawling obstacles.

5.4.10., 5.4.10.1, 5.4.10.2., Land Navigation and Orienteering classroom and navigation course.

Provide a building or large room for cadre to use while teaching cadets land navigation classes.

Provide an area that is a mix of wooded, brushy, and open area that is a minimum of 10 acres.

90% tolerance of events and measurements.

5.4.11. The Contractor shall provide

an organized athletics/graduation ceremony area.

Provide an area 1 to 2 acres in size to conduct physical fitness training, athletics and ceremonies. The Contractor shall also provide for and assist in administering physical fitness tests as needed. If the Contractor does not have a dedicated running area suitable for conducting a one (1) mile run, the Contractor shall coordinate with local law enforcement for temporary road closures to support a one (1) mile run event.

5.4.12.2. Inclement weather facility. The Contractor shall provide an indoor facility capable of conducting organized team building, team bonding, and leadership development activities in the event of inclement weather.

90% variation on the size of the building.

5.4.13. Transportation. The

Contractor shall provide training facilities along with transportation to/from these training facilities.

Transportation that can be used approximately 8 hours a day for the four training days. The Contractor shall provide training facilities within 20 minutes commuting time of the lodging.
