About this file
This is a Memorandum for Record - Limiting Competition document for a U.S. Army Mission and Installation Contracting Command (MICC) purchase order. The requirement is for Headquarters United States Military Entrance Processing Command (USMEPCOM), with a projected award in September 2025 using fiscal year 2025 Operations and Maintenance funds. The procurement includes specific security system equipment and services: DAQ Electronics StarWatch Integrated Commercial Intrusion Detection System (ICIDS), Hirsch Identiv Physical Access Control System (PACS), Aiphone Video Communication System (VCS), along with engineering, configuration, installation, and system testing services for Defense Biometric Identification System (DBIDS) compliance.
The document justifies a brand-name, sole-source procurement based on each vendor's unique capabilities and integration requirements. DAQ Electronics is the only manufacturer of the StarWatch ICIDS-VI system with a proprietary protocol, Hirsch Identiv is selected as the enterprise standard for PACS with federal compliance features, and Aiphone is the standard video communication system with proven security efficacy. The procurement is a follow-on requirement with a firm fixed price contract type, and market research indicates fourteen Value Added Resellers (VARs) were previously solicited. The document emphasizes that alternative solutions would require extensive system replacement, reengineering, and could compromise existing security infrastructure.

4. Authority: FAR 13.106-1(b)(1) Brand Name
5. Reasons for Authority Cited:
a. DAQ Electronics is the only manufacturer of the StarWatch ICIDS-VI system utilized at U.S. Army Fort Hamilton and the New York MEPS as part of an accredited unified security framework. The system is purpose-built for seamless integration with existing ICIDS and DBIDS infrastructure, employing a secure proprietary protocol that is incompatible with third-party equipment. Only a

Apr 2021 certified StarWatch Value Added Reseller (VAR) is authorized to engineer, install, and maintain this system, as DAQ restricts access to its protocol and components. Introducing an alternative IDS would necessitate complete system replacement, extensive reengineering, and risks of security breaches, making DAQ the only brand-name provider capable of satisfying all operational, technical, and accreditation requirements.
b. Hirsch Identiv has been selected as the enterprise standard for PACS across all designated MEPS sites based on its full alignment with federal compliance, integration flexibility, and scalable infrastructure capabilities. As a FIPS 201-approved solution, Hirsch Identiv supports Personal Identity Verification (PIV) credentials and Public Key Infrastructure (PKI), which are essential for securing government installations. Its deployment of the 13.02 topology ensures infrastructure standardization, allowing seamless compatibility across both small and large MEPS sites. Hirsch PACS provides secure real-time data synchronization and remote access control, enabling centralized management by Headquarters without compromising operational autonomy. Furthermore, the system offers robust encryption, authentication, and intrusion detection features, contributing to a hardened security posture. Hirsch PACS is designed for full interoperability with selected video systems, most notably Aiphone, facilitating visual verification and integrated access control decision-making. Its reliable performance, simplified maintenance through standardized components, and ability to scale in line with evolving site requirements confirm Hirsch Identiv as the only technically viable solution to meet the operational and security needs for PACS across MEPS facilities.
c. Aiphone is the standard VCS for MEPS based on its proven security efficacy, interoperability, and operational simplicity. Aiphone’s front-door communication systems deliver clear, real-time audio and video that allow staff to visually verify identities before granting access, forming a vital layer of perimeter security.
Renowned for durability and reliability in challenging environments, Aiphone units minimize maintenance needs while maximizing uptime. Their user-friendly interfaces reduce training burdens and ensure quick adoption at the facility level.
Most critically, Aiphone VCS integrates seamlessly with the Hirsch Identiv PACS, allowing security personnel to correlate access control decisions with visual verification, thereby improving situational awareness and response times.
Aiphone’s scalable architecture supports expansion from single-door stations to complex multi-zone visitor management configurations, positioning it as the ideal platform to evolve alongside MEPS mission requirements. Its unique blend of resilience, integration capability, and federal-grade performance solidifies its role as the enterprise VCS solution.
d. Detrimental Impact if Not Approved. Failure to approve this integrated brand-name justification would lead to severe operational consequences, compromising
