About this file

This is a Salient Characteristics document for the 143d Aircraft Maintenance Squadron (AMXS) Composite Tool Room (CTR) at Quonset Air National Guard Base, North Kingstown, Rhode Island, outlining the minimum essential requirements for an automated industrial vending and electronic locker system.

The system must consist of two electronic vending machines for bench stock dispensing, one electronic scale compatible with the vending machines for inventory tracking, and two electronic storage lockers with RFID capability for larger tools and equipment. Combined, the vending units must provide approximately 1,200 individual compartments with small to large bins of varying shapes to accommodate diverse hardware and consumable items. The system must include software compatible with TCMax asset management and tool control software, along with software licensing and support. Physical dimensions are specified as follows: Vending Machine 1 (34" W × 41" D × 80" H), Vending Machine 2 (34" W × 39" D × 75" H), Electronic Scale (16" × 16" × 65" H), and each Electronic Locker (27.5" W × 25.5" D × 75" H, with one featuring a touch screen). Both vending machines and one locker must feature integrated touch screen displays for user operation and real-time inventory access. The system must support user authentication through manual input (employee numbers or PINs) and be fully capable of integrating with Common Access Card (CAC) scanners. Units must operate on standard electrical power without specialized utility retrofits. All equipment must be constructed of heavy-duty industrial-grade steel with durable powder-coated finishes and include robust physical and electronic security mechanisms for strict inventory control and accountability of high-value items.

The vendor must provide complete on-site installation, configuration, and setup; comprehensive training for base personnel on operation, physical maintenance, and software management; a standard five-year warranty covering parts and labor; and freight delivery FOB to Quonset Air National Guard Base.

143d AMXS UFR Salient Characteristics

Industrial Vending and Tool Storage System for the Aircraft Maintenance Squadron (AMXS) Composite Tool Room (CTR)

1. Description This document outlines the salient characteristics for an automated industrial vending and electronic locker system to modernize the CTR. The system is intended for the secure management, tracking, and dispensing of bench stock (e.g., hardware and small consumables) and everyday issued tools (e.g., tablets/iPads, drills, batteries, and flashlights). The proposed system will drastically reduce man hours on inventories, inspections and bench stock/tool issue and turn in.

2. Minimum Essential Characteristics To meet the targeted requirements of the CTR, the system offered system must meet or exceed the following technical and physical salient characteristics:

2.1 System Configuration and Capacity

• Components: The system must consist of two (2) electronic vending-style machines for dispensing bench stock items, one (1) electronic scale compatible with previously mentioned vending style-machines for bench stock issue/inventory tracking, and two (2) electronic storage lockers for checking out larger tools and equipment with Radio Frequency Identification (RFID) capability.

• Storage Compartments: Combined, the vending units combined must provide approximately 1200 individual compartments dedicated exclusively to bench stock inventory.

• Bin Versatility: The system must include small to large bins featuring a variety of shapes to efficiently accommodate various sized hardware and consumable items efficiently.

• Software: System must include software that is compatible with TCMax (asset management and tool control software utilized by the Composite Tool Room) as well as Software License and support.

2.2 Physical Dimensions

The system components must conform to the following approximate physical footprints to ensure compatibility with designated facility spaces:

Equipment Unit Approx. Width Approx. Depth Approx. Height

Vending Machine 1 34" 41" 80"

Vending Machine 2 34" 39" 75"

Electronic Scale 16 16” 65”

Each Electronic Locker (Two total, Side by Side, 1 w/ touch screen)

27.5" 25.5" 75"

2.2.1 Proposed Layout

2.3 User Interface and Technology

• Power Requirements: The units must operate on standard electrical power capabilities without requiring specialized utility retrofits.

• Display Interface: Both vending machines and one locker must feature an integrated, user-friendly touch screen display for operation and accessing real-time inventory.

• Access and Authentication: The system must allow users to access items via manual input (such as employee numbers or PINs) and must be fully capable of integrating with physical scanners for Common Access Cards (CAC).

2.4 Material and Construction

• Durability: The machines and locker frames must be constructed of heavy-duty, industrial-grade steel to ensure longevity.

• Finish: All steel components must feature a durable powder-coated finish to withstand industrial environment wear and tear.

2.5 Security

• Access Control: The machines must feature robust physical and electronic security mechanisms to ensure strict inventory control, prevent unauthorized access to sensitive tools, and provide comprehensive accountability for high-value items.

2.6 Vendor Services

• Installation: The vendor must include complete on-site installation, configuration, and setup of all machines and lockers.

• Training: The vendor must provide comprehensive training for base personnel covering the operation, physical maintenance, and software management of the system.

• Warranty: Standard five (5) year warranty, parts and labor

• Freight: FOB Quonset Air National Guard Base, North Kingstown, RI
