About this file
This document outlines requirements for a federal contract to digitize microfilm records for the Bureau of Fiscal Service. The contractor will scan microfilm reels containing bond records, extract all images and data, and assign a unique sequence number to each record. The contractor must provide a secure VPN connection and web-based quality assurance application for government review, with functionality for image zooming and searching records by sequence number. The contractor will deliver monthly extracted data and images on a Microsoft Data Box for government quality assurance checks. Upon approval, the contractor has five business days to load the data onto the returned Data Box and transfer it to the government. The contractor must also provide daily support and weekly reports and statistics on records processed. Proposals for this microfilm digitization pilot were due in April 2021.

Appendix C-MUD Deliverables Requirements
At end of each Phase, contractor shall have digitally scanned and extracted the images and data from the quantity of the microfilm agreed upon. For all microfilm reels that are digitized, all images and corresponding data contained therein shall be extracted and linked together as individual records. File layout and image type requirements will be specified by Government in the BFS File Specification document.
If the contractor encounters any damaged film, the contractor shall immediately notify the COR and/or Government point of contract. The contractor shall perform any necessary repairs to the microfilm to ensure each reel is functional during the digitization process for generating the best quality possible.
Sequence Number:
The contractor shall assign a unique Sequence Number to each record, which shall be used to access each record for visual inspection during the Quality Assurance review prior to Government acceptance.
The Sequence Number will be part of each record. See example below:
o Assign a Sequence Number to each record extracted from microfilm (record includes image and all corresponding extracted data). The Sequence Number will begin with the first image on the first reel (numeric order of reels will be specified by the Government) and will sequentially increase by one for each bond record across all the reels of film to be digitized in numeric order of reels (e.g., if reel #1 has 9,000 bond records, reel #2 will begin with Sequence Number “0000009001” for its first record and the subsequent Sequence Numbers will continue to increase by one for each sequential bond record throughout the total records on all reels of microfilm to be digitized).
Contractor shall provide Government access to visually inspect extracted images and data via a secure VPN connection that meets Fiscal Service standards (specified below); images and data for each record shall be accessed using the assigned Sequence Number and viewable together on a single screen for comparison.
Encrypted VPN Connection:
All Phase 1 awardees shall complete this step prior to the start of Government Quality Assurance inspections. The contractor shall provide a VPN connection where the VPN solution meets one of the approved encryption algorithms for each phase of the tunnel establishment. Details will be provided by Government in the BFS VPN Requirements document after contract award.
The contractor shall provide a web-based Quality Assurance application with the following requirements:
o Provide login screen for user access o Use a customer defined username and password for up to 10 government users.
o A single screen with three sections. The first section will be at the top and then second and third sections will be below the top section side by side.
o The first section will contain the Sequence Number search field and a Search button.
o The left section containing the image and the right section containing the data (extracted fields plus the sequence number) fields.
o The image section will allow for image zoom in and out functionality.
o The image section will be scrollable vertically or horizontally when the image enlarged
(zoomed in).
o The data fields section will contain the field name with the data values.
o The data fields will be listed vertically down the screen in the following order.
o The data fields section will be scrollable vertically or horizontally.
o Maximize screen real estate by only displaying the 3 sections. Do not include any logos or any items not indicated in the requirements.
Quality Assurance Performance Requirements:
o All application changes will be locked down while Fiscal Service performs quality assurance checks.
o All data and images will be locked down while Fiscal Services performs quality assurance checks.
o All data will be in read-only mode for Fiscal Service quality assurance personnel.
o All extracted data and images will be maintained in the contractor’s quality assurance site until after the transferring, loading and verification of the “transferred” data has been completed by Fiscal Service at the Fiscal Service site and an approval has been sent to the contractor to delete the data.
o Contractor’s Quality Assurance application must be accessible from 6:00AM to 6:00PM EST Monday – Friday, excluding Federal Holidays.
o Contractor shall provide a support technician that will be available 6:00AM to 6:00PM EST Monday – Friday, excluding Federal Holidays. Support technician must respond within 30 minutes from when the Government notifies them of an issue (e.g., email, phone call, text message, voicemail).
Reports and Statistics:
The contractor shall provide the following statistics:
o Per each reel:
o Summary stats o Total number of images on reel o Total number of bond issue stub images on reel o Total number of non-bond issue stub images on reel o Beginning unique bond stub image sequence number o Ending unique bond stub image sequence number o Per each monthly microfilm set:
o Grand total of all bond stub records that the data extraction process was completed
(records ready for review) o Beginning unique bond stub image sequence number o Ending unique bond stub image sequence number o Final accuracy rates obtained for all bond stub records completed through data extraction.
o File containing unique bond stub image sequence numbers and associated serial numbers, denominations, and series values.
o List of Reel Names (from the Film Cartons) that have been completely processed.
Delivery of extracted data and images:
At the end of each month of production work, the contractor shall make available to the Government that month’s images and data for Fiscal Service to perform Quality Assurance review. If the Government approves the data according to the Quality Assurance Surveillance Plan (QASP), the Government will periodically provide a Microsoft Data Box along with the encryption key (via secure email).
o The contractor must load data and return the Microsoft Data Box to the Government within 5 business days of notification from Fiscal Service that the quality assurance review is complete, and the data is approved to transfer. The data to be loaded onto the Microsoft Data Box shall be in accordance with the Government specified file layout and image type.
o If the Government finds that data received via secure transfer does not meet the requirements stated above, the Microsoft Data Box will be returned to the contractor for the data to be corrected/replaced. The contractor shall have 5 business days upon receiving the Microsoft Data Box to correct the data and return it to the Government. If errors or technical issues persist and require sustained efforts to correct or result in significant delays, the Government may terminate the contract. See QASP for more details.
o The contractor shall provide the number of records in the Microsoft Data Box for each transfer.
