About this file
This is an Invitation for Bid (IFB23-0554) issued by the City of Orlando Procurement and Contracts Division for Hydrologic Computer Support Services. The City seeks a contractor to install, maintain, and troubleshoot hydrologic monitoring stations throughout Orlando city limits, requiring the contractor to furnish labor and materials for complete control panels (excluding IoT devices) to collect and retrieve lake data. The project involves performing line locates, installing mast poles, trenching conduit, securing components to hurricane-resistant poles, wiring electrical components, removing and disposing of old equipment, and stabilizing work areas. The contractor must ensure stations are free from debris, damage, and operating optimally. The bid was issued on September 27, 2023, with a non-mandatory pre-bid conference on October 5, 2023, and bid responses due on October 26, 2023, at 2:00 PM. The contract term is three years with potential renewals for up to a total of 72 months.
The pricing proposal includes hourly rates for foremen and helpers during straight time, overtime, and holidays, with bidders required to submit unit costs for each category. The solicitation allows for a parts and materials markup percentage when requested by the City, with contractors required to provide evidence of actual costs. All pricing must include travel, lodging, and per diems, with no additional costs permitted. The City will use an electronic procurement portal for submissions, and all responsive bidders must submit electronic responses. The bid emphasizes local service capabilities, with requirements for local representatives and service facilities. Insurance requirements include workers' compensation, automobile liability, commercial general liability, professional liability, and contractors' pollution liability insurance.
