About this file
This is a Scope of Work document prepared by Mechanical Engineering Consulting Associates, Inc. for the South Carolina Department of Mental Health's Anderson-Oconee-Pickens Mental Health Center located at 200 McGee Road, Anderson, SC 29625. The contract covers comprehensive HVAC preventative maintenance and repair services for a complete array of equipment including an air-cooled chiller (35 tons), natural gas boiler, four split system heat pumps (3.5 tons each), one ductless split system (1.5 tons), pumps, fan coil units (32 units total), an outside air handler, ceiling and inline fans, controls, piping, ductwork, and filters. The contractor must perform a minimum of four quarterly inspections annually with documented inspection sheets submitted to the designated facility representative, conduct seasonal startup/shutdown inspections, and provide same-day onsite response for service calls placed before 9:00 AM and same or next-day service for calls placed after 9:00 AM. The contractor is allowed a 30-day initial review period to identify equipment deficiencies and provide cost estimates for corrections. The contract includes annual evaporator and condenser coil cleaning, chemical water treatment of chilled and hot water loops through an approved vendor (Nalco Water is listed as preferred but not mandatory), refrigerant leak detection and repair, filter changes quarterly or more frequently as needed, lubrication of moving parts, electrical connection verification, and belt inspection and replacement.
The maintenance agreement operates on a one-price-covers-all basis including parts and labor for all moving and non-moving HVAC components, with specific exceptions for lightning damage, acts of God, and vandalism, which remain the contractor's responsibility but qualify for insurance claims assistance. The contractor must be fully knowledgeable with the facility's ALC EMS system or subcontract such services to a local ALC vendor factory-trained technician. All correspondence, billing, and quarterly reports must be submitted via PDF email to the designated facility representative. Should additional HVAC equipment be added during the contract term, it will be added at the same unit pricing ($/ton) as originally quoted. The contractor is responsible for proper disposal of all used parts, oil, and refrigerant in compliance with ASHRAE standards and state and federal environmental requirements. When parts are no longer available, repair requests must be directed to the agency contract manager in advance, though labor coverage continues under contract terms. The document does not specify contract duration, renewal options, or pricing amounts.
