This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Mental Health (SCDMH) for HVAC maintenance and repair services at the Anderson Operations and Performance (AOP) Mental Health Center facility located at 200 McGee Road, Anderson, SC 29625. The solicitation seeks comprehensive HVAC maintenance and repair services, including Energy Management System (EMS) controls maintenance, water treatment, and component replacements as necessary. A pre-bid site visit is scheduled for December 15, 2022 at 10:00 AM to allow bidders to observe existing equipment and controls. Prospective offerors must submit questions by December 16, 2022 at 12:00 PM, with offers due by December 21, 2022 at 3:00 PM through the South Carolina procurement website. Award will be announced on December 30, 2022. The offer must remain open for a minimum of thirty calendar days following the opening date.

The scope of work includes quarterly minimum water treatment services or as-needed to maintain proper water balance, comprehensive EMS/controls system maintenance with full contractor responsibility for inspections, service calls, component replacements, cabling, panels, sensors, and all associated work to ensure proper system operation. The amendment clarifies that there are no VAVs at the facility and provides specific guidance on controls responsibility and water treatment frequency based on vendor questions. Offerors must acknowledge receipt of this amendment and comply with South Carolina's preference requirements for in-state vendors and contractors. Submission must be made online through www.procurement.sc.gov, with all procurement-related notices and amendments posted at the same website.
