About this file
This memorandum from the Air Force Civil Engineer Center (AFCEC) at Tyndall Air Force Base documents the official approval for HVAC chiller system manufacturer standardization across multiple Air Force installations. The document details the approved manufacturers for 12 different Air Force and Royal Air Force (RAF) bases, including Shaw AFB, Davis Monthan, Offutt, Seymour Johnson, JB-San Antonio, Holloman AFB, Little Rock AFB, Yokota AB, and three RAF bases in the United Kingdom (Mildenhall, Lakenheath, and Alconbury).
The approved manufacturers vary by installation, with Trane being the most frequently selected (for Shaw AFB, Seymour Johnson, JB-San Antonio, Little Rock AFB), while others include Carrier, Daikin, York, Multistack, Airedale, UNIFLAIR, DUNHAM BUSH, and BlueBox. The memorandum requires a comprehensive inventory analysis to be repeated annually to document progress in standardizing HVAC chiller systems, evaluate any changes in decision factors, and confirm no external circumstances necessitate a manufacturer reconsideration. If the Base Civil Engineer (BCE) determines a manufacturer change is required, a new Memorandum of Request (MOR) and analysis must be completed.

2. Approval for Manufacturer Standardization: The Air Force Civil Engineer Center Operations Directorate (AFCEC/CO) has reviewed and approved the request submitted by the listed installations. The analyses conducted by each base effectively justify the use of the chosen manufacturer.
3. The comprehensive inventory analysis is to be repeated annually. The purpose of this secondary analysis is to document the installation’s progress in standardizing HVAC chiller systems, consider any changes in the decision facts, and confirm no external factors exist that may drive a reconsideration of the approved manufacturer. Should the BCE determine that a change in manufacturer is required, a new Memorandum of Request (MOR) and analysis will be accomplished.
