About this file
This is a Questions and Answers document related to RFP #S-29100-00004309 for HVAC Assessment and Design Services. The procurement involves conceptual-level HVAC design services across 12 sites to be completed within a six-month timeframe. The project scope, as detailed in the Statement of Work (Attachment A), requires proposers to deliver conceptual designs intended for visual representation and owner review rather than for construction bidding purposes. The deliverables include an Evaluation and Recommendations Report accompanying the conceptual designs. Proposers must adhere to the proposal format requirements outlined in Section 4.01 of the RFP, with no specified page limits for either the overall proposal or individual resumes, though both must comply with the designated format. The document clarifies that references should be submitted using the Reference Check Form (Attachment C), with proposers completing only the top identification section while the owner independently contacts references to gather evaluation information.
The estimated engineering fee range for the complete HVAC assessment and design project is $1.8 million to $2 million. The document addresses procedural matters regarding proposal modifications and disputes, confirming that any requests for changes or protests must follow the process outlined in Section 3.03 and be submitted to the email address identified in Section 3.02. The Q&A also confirms that legal edits to contract terms must be submitted as formal Protests or Requests for Change through the established channels. An Amendment was issued to correct a typographical error in the RFP referencing Section 3.02 when the proper submission procedures are detailed in Section 3.03.

A2. No % level of design is listed as design is to be conceptual, as stated in the Statement of Work in Attachment A, and is not intended to be used for bid purposes.
