Question: 1- Are Vandenberg AFB Storm Water obligations included in the contract?

Response: Regardless of project size, storm water management BMPs will be required. Tara Wiskowski is the VAFB SW Program Manager. Normally, project contractors are fully responsible for all complying with all SW management requirements.

Question: 2- Are there any pending violations, operational and/or equipment issues in need of immediate attention?

Response: If this is in reference to our domestic WW discharge permit with the City of Lompoc (Permit I-004), the answer is NO.

Question: 3- Does the City of Lompoc receives Vandenberg AFB wastewater discharges?

Response: Yes – the City of Lompoc receives Vandenberg’s domestic WW at their plant on Central Ave, but only from base system located within the main cantonment area (i.e., South and North base are not connected to Lompoc).

Question: 4- Does the current Waste Discharge Permit includes any special provisions for control of Molybdenum or any other effluent constituent?

Response: Molybdenum is not listed on our permit as having a discharge limitation. However, our permit and the City Code does prohibit discharges to their plant that are considered to be incompatible with the plant and Lompoc’s NPDES with the state. This can be considered a catch-all provision that gives the City the authority to limit discharges that aren’t listed but Lompoc doesn’t want at their plant. Also, FWIW, VAFB does have load and flow limitations that are contractually obligated to the City.

Question: 5- Can Vandenberg AFB provide a copy of the current Waste Discharge Permit?

Response: Earlier you asked for a copy of our WW permit with the City of Lompoc (I-004). This permit has no real relevance with our requirement to have a Grade III Chief Operator for our two satellite EAUs (one on South Base, the other at Vandenberg Tracking), as they are not connected to nor discharge to the City of Lompoc. Our permit with the City applies to the discharge, operations, and (indirectly) maintenance (O&M) of the Sanitary Sewer (SS) system on Main Base that is connected to the City. Permit I-004 does not have a certified operator requirement, as certification requirements are not currently required for the O&M of SS systems. In other words, using Permit I-004 to determine discharge, treatment, and maintenance requirements for the EAUs does not apply here and could cause a contractor to overestimate his requirements to run this contract. Lastly, although the two EAUs are no longer permitted, they are still required to be operated and maintained in a manner consistent with state and industry standards.
