Project: Houlton (HUL) VOR, Removal of Existing Roof and Installation of a New Pitched Roof.
Location: Off Westford Hill Road, Hodgdon, ME 04730. Access Road to the site is approximately 2000 feet long. (LAT 46.0395 LONG -67.8341)
General: The Contractor shall provide all material, equipment (unless stated otherwise), supplies, transportation and labor to complete the specific scope of work. All work to be priced out in accordance with Davis-Bacon Wage Rates.
1.) Contractor shall remove the 16 monitor antennas mounted on the perimeter of the roof including all associated conduits and wiring. The center VOR antennas and DME antenna inside of the existing fiberglass teepee will be removed by the FAA. All work must be accomplished with the assistance of the FAA. Any penetrations exposed in the roof as a result of the removal of these antennas shall be temporarily covered and weatherproofed until the new roof is installed to prevent water from entering the inside of the building. All antennas and associated hardware shall be turned over to the FAA. The 16 monitor antennas shall be set aside and protected from damage.
2.) Remove all grounding down conductors and PVC conduit down to the existing building 4/0 counterpoise (2 feet deep and approx. 3 feet from exterior of building) that exists around the perimeter of the building. The counterpoise shall remain in place.
3.) Contractor shall carefully remove the existing fiberglass teepee from the VOR roof by means of a crane / telehandler. The existing fiberglass teepee will be refurbished for use at another location. The Contractor shall coordinate the on-site pick-up and transportation of the fiberglass teepee with the company doing the refurbishment as follows:
T Coyman Enterprises Terry Coyman Cell (603) 396-3269 tcoyman@tcoymanenterprises.com
The contractor is responsible for all costs related to the removal and loading of the teepee (removal from the roof and loading onto the truck from T Coyman Enterprises). The Contractor is not responsible for payment to T. Coyman Enterprises for costs related to the transportation of the fiberglass teepee, those costs will be borne by the FAA.
4.) If the teepee is removed prior to the refurbish contractor’s trailer arriving on site, the fiberglass teepee shall be securely tied down. The teepee shall be kept upright and be placed on wood timbers and tied down with strapping to prevent it from tipping over. The contractor shall have the means necessary to load the teepee on to the refurbish contractor’s trailer at the coordinated time.
5.) Demolish and remove the existing roof membrane down to the roof deck for disposal. The existing roof membrane is modified bitumen with 1 inch thick polyiso board insulation.
Beneath the asphaltic roof membrane are metal 18 in. x 24 in. terne plates soldered together, which forms a counterpoise.
6.) Once the roof membrane is properly removed, the Contractor shall remove the existing T&G wood decking at points that extend beyond the outer perimeter of the building.
mailto:tcoyman@tcoymanenterprises.com
7.) Cut the existing structural steel beams that support the roof counterpoise at the front of the building at a point 30 inches from the exterior walls of the building, and remove all structural steel components beyond these points. Cut the existing structural steel beams on the other three sides flush with the exterior walls of the building and remove all structural steel components beyond these points.
8.) The roof system has been tested for asbestos containing material (ACM). No asbestos was detected.
9.) The structure is known to contain lead at the following locations:
• Lead based paint on the wood decking
• Lead based paint on the steel beams
• Lead in the solder joints of the terne plates
Should the above building components be impacted by the planned roof replacement/repair project, the Contractor is responsible for compliance with all applicable State and Federal regulations regarding the safe removal/handling and disposal/recycling of the affected components. Construction and demolition debris generated as a result of this project shall be disposed of at a licensed solid waste disposal facility. Contractor shall supply waste disposal receipts for all construction debris.
10.) The contractor shall supply and install prefabricated roof trusses per attached specifications and attached sketch. The contractor is responsible for field verifying all dimensions including bearing points. The prefabricated trusses shall meet all local code requirements. The truss design shall be stamped by a State of Maine Licensed Professional Engineer. The roof shall have a 30 inch overhang on the front of the building and minimum of 12 inch overhang on all other sides of the building. The roof shall have a 5:12 pitch.
11.) Roof sheathing shall be an integrated roofing system with flashing tape and/or liquid flashing at all seams for maximum moisture projection and high wind infiltration (ZIP System Roof Sheathing or equal).
12.) Install metal roof and all associated flashing required to make system weatherproof per attached specifications. Contractor to provide product color availability for selection by FAA.
Work to include ridge vent and soffit vents (provide a minimum of 4 square feet of soffit vents evenly distributed along perimeter of building).
13.) Install vinyl siding on both gable ends to match existing vinyl siding on the building. Provide and install all flashing/covering for fascia and soffit surfaces.
14.) Install lightning protection on new roof per attached drawings.
15.) Install blown-in insulation in attic space above existing roof deck and below the new roof.
The insulation shall have a minimum 38 R-value.
16.) Install DME concrete foundation and associated power/control conduit, junction boxes, and grounding per the attached “DME Foundation Installation Plan”.
17.) Supply and install DME Support Structure (LB2650NFX as manufactured by Jaquith Industries, Syracuse, NY (315)478-5700, or equal). The following items shall be included:
• LB2650NFX BUEC Non-Standard Length Stabilizer Rods with L2812SP DME
Top Cap with Swivel Plate. This includes: L5003 Anchor Bolt Set, L5004 Anchor Plate, L5005H H.D. Lifting Device, L5006 Jack Assembly, L5016 Maintenance Stand, and L5008 Epoxy
• L5027 MG/40 Foundation Template Submittal required for ‘or equal’ items.
18.) Install 18in. x 16 in. x 8in. NEMA 4X Junction box, GRSC legs, and liquid tight conduit from junction box to the base of the DME Support Structure.
19.) Mount DME antenna on DME Support Structure with FAA oversight.
20.) In the interior of building, install junction boxes, conduit, and wiring per attached “DME
Foundation Installation Plan” sketch. 3-1/C #12 THHN wire shall be installed from the power panel to the DME antenna through conduits/junction boxes and terminated at obstruction light on top of DME antenna.
21.) Contractor to provide pull rope in conduit run from the junction box at the base of the DME Support Structure to the DME cab in the interior of the building.
General Notes / Execution:
• Informational submittals required for products other than what is specified.
