Site Visit Instructions:

In accordance with FAR provision 52.237-1, “Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.”

A site visit will be held on November 14, 2017 at 8:00 a.m. Eastern Standard Time (EST). Due to size limitations, there will be no more than 20 contractors/people per visit. Vendors are limited to one representative per company. Should another site visit be required to accommodate the additional numbers, it will be at 12:00 p.m. noon EST November 14, 2017. The 8:00 a.m. site visit will be filled first-come-first-serve.

Offerors are highly encouraged to arrive at the installation a minimum of 1 hour 30 minutes prior to the commencement of the site visit to allow for registration, possible vehicle inspection at the main gate, and to secure parking. Vendors must enter through Gate 1 (see attached Base-Map PDF- located on upper left of map). Before approaching the guards at Gate 1, vendors should proceed to the Pass & ID Office that is to the right of the gate guards; parking for Pass & ID is available in the front of the office. It can take up to an hour to clear the Pass & ID Office; vendors must have a valid photo ID and vehicle registrations/tags must be up-to-date.

Base parking is located at USU W-Lot (left side of attached Base-Map PDF). Parking is limited and may take time to find a space. There is a security office accessible from the parking lot; this is for USU access only. Do not request access from them or let them hold your ID as you will need your ID to enter AFRRI.

Once parked in W-Lot please walk over to AFRRI (located towards the middle of the Base-Map PDF).

Proceed to the AFRRI lobby where vendors will be checked in.

This site visit should not last longer than three hours.

The site visit will begin in the AFRRI lobby at the following address:

Armed Forces Radiobiology Research Institute (AFRRI) 8901 Wisconsin Ave Bethesda, MD 20889

The site visit will start at 8:00 a.m. EST (and 12:00 p.m. noon EST if needed) in the AFRRI lobby.

Vendors who are late will not be able to participate in the site visit.

USU and AFRRI are located on a secure installation, therefore visitors must have Government issued identification (i.e.,: valid driver’s license) and proper vehicle registration to gain access. Offerors interested in attending the site visit must register via email with the Contract Specialist by November 9th, 2017 by 12 p.m. noon EST. Faxed, mailed or telephonic requests will not be accepted.

USU/AFRRI strictly enforces foreign national visit approvals. Anyone that is a foreign national must have DIA approval. If a foreign national is now a naturalized citizen they must provide documentation, i.e.

passport, Green Card, work visa, or other Federal ID. Driver’s licenses as a proof of citizenship will not be accepted.

Offerors must submit the following information in order to attend the site visit:

• An email notification stating intent to attend the site visit, the subject line must be the solicitation number.

• First name, last name, company name, and nationality of the one (1) representative attending.

• To ensure inclusion on base access list, all of this information must be received via email to jason.motala@usuhs.edu by 12:00 p.m. Noon EST on Thursday, November 9th.

Company representatives who have a DoD-issued CAC or retired Uniformed Services ID card MUST register to attend the site visit and provide the rest of the required information.

You will receive a confirmation email that your request to attend the site visit was received on or around 1:00 p.m. EST November 9, 2017.

Offerors are encouraged to bring any tools/devices necessary (cameras, measuring tape, equipment list, etc.) in order to assist in quote preparation; however offerors may NOT take any pictures or video of the outside of any building or any unauthorized areas identified during the site visit. Equipment will be confiscated from any person caught taking unauthorized photos and those pictures/images will be deleted. Equipment will not be returned until our Security Department has reviewed the devices and approved them for return.
