About this file

This is a Technical Evaluation Worksheet (Attachment 5) for RFP HTC71125RR012 for Stevedoring and Related Terminal Services in Qatar. The worksheet requires offerors to complete three main technical evaluation sections within a 15-page limit using 8.5" x 11" single-sided pages.

The evaluation sections focus on: 1) Labor capabilities for port support with 24/7 flexible scheduling and contingency operations, 2) Equipment capabilities including Material Handling Equipment for cargo movement up to 70 tons and heavy tow equipment for vehicles up to 150,000 lbs, and 3) Certifications/Port Access requirements including HAZMAT certifications for at least two personnel per CFR Title 49 requirements and proof of valid Qatar/Mwani business licenses/permits. Responses must detail specific implementation approaches rather than simply restating requirements. Supporting documents like certifications and equipment lists do not count toward the page limit. Proposals are rated as either Acceptable or Unacceptable, with any single unacceptable rating resulting in overall technical unacceptability.
