24 Attachment 11 Cell C40
Please clarify your instructions for Attachment 11. In the response to question number 12, the government stated that, "The dollar amount will be listed in each category the firm qualifies for. The some of each category will be annotated in Block C40. C40 should equal the offor's projected total amount listed in block I2." The attached "completed" Attachment 11 demonstrates that following these directions will make it mathmatically impossible for block C40 to equal I2, since C40 is capturing duplicated amounts to be subcontracted. The scenario used shows that the contractor will be subcontracting a total of $300,000 dollars, $100K to Bill's, a minority, service disabled veteran owned small business, $100K to Brenda, a woman owned HUBZone small business, 50K to Pete, a small business and $50K to Pedro, an SDB small business. I2 will be $300k, as that is the total dollar amount the contractor will expend to obtain these services. If we complete the spreadsheet as advised in Q&A answer #12, C40 calculates an amount of $850K. Will accept the calculation in cell C40 obtained by following the solicitation instructions for completing the Attachment 11 or is the Contractor required to overstate the actual dollar amount to be subcontracted in I2 to equal cell C40?
A correction was made to the attachment removing the formula in C40. Block I2 should identify the total projected subcontracting amount to both large and small businesses. See Amendment 2 for revised Attachment 11.
