About this file
This document contains questions and answers related to Solicitation Number HTC71122RR003 for Stevedoring and Related Terminal Services at ports in Singapore. The solicitation is seeking rates for handling various commodities including containers, breakbulk cargo, refrigerated cargo, and hazardous materials. Rates are required for loading and discharging vessels as well as intraport transfers using shore cranes, trucks, forklifts, and heavy lift equipment as needed. The questions clarify definitions and methods of handling for different commodities specified in the Performance Work Statement versus the Statement of Work in order to determine which document takes precedence for pricing purposes. Responses indicate the Statement of Work will be used for pricing and provide corrections to terminology in the Performance Work Statement as needed.

| Will you change PWS or we will follow only SOR? | Appendix B is the Glossary of terms and used as a reference. It is the standard method of movement used in all contracts, - For this contract the SOR will take precedence for pricing needs | |||

OUT of Gauge 40a 40b LO/LO – to land transport, special cargo & heavy lifts 10.0001-16.500 lbs. containerized
| Will you change PWS or we will follow only SOR? | The PWS states Commodity 40 is priced according to MTON, but the SOR is priced to EACH. This is inconsistent and respectfully request further review. If Commodity 40 is Breakbulk, how is Breakbulk considered out of Gauge or Containerized ? Any Breakbulk loaded on a ISO Flat Rack is infact containerized already, despite being out of gauge or containerized. By definition 40 General Cargo or Cargo Not Otherwise Specified, includes pallets, wood or metal creates, and skids, Non-ISO fitted containers, ISU 90/60, M7-FRS, BOH shelters, military style (bundle, each or loaded without ISO fittings and with or without forklift pockets), tank rollers This is true, of the definition of commodity 40, however in for this contract the unit needs pricing based on the SOR definition, 40a will be cargo is oversized BB that will be lifted onto land transport. 40b will be cargo that can be stuffed into a container. | |||||||

| 16 | TECH | 1 - Will the USG consider separating the activities in Sembawang Wharf from rate applied at other terminals in Singapore? | at this time this contract will cover all Ports of Brani, Pasir Panjang, Keppel, Sembawang Wharves, Tanjong Pagar, Jurong, and Tuas. | |||||

| 24 | TECH | Can you explain “LOLO to Land Transport” as noted in the SOR? It is noted in the LOAD VESSEL and seem to contradict the separation of LOAD VESSEL and LOAD TRUCK | LOLO for land transport (trucks) is lifting on/off directly from vessel to truck or truck to vessel. | |||||
| 25 | TECH | The stevedoring rates are all listed to include shore gear. However we understand ships gear is used in Sembawang and no shore equipment exists at this port.
