About this file
This document contains questions and answers related to a Request for Information for the Next Generation Delivery Services 2 procurement. The procurement will provide small package air and ground shipping for the Federal Government on a mandatory use contract for domestic shipments up to 150 pounds and international shipments up to 300 pounds. The contractor must provide time-definite pick-up and delivery, transportation, in-transit visibility, participation in the Government Third Party Payment System, and customs clearance processing if applicable. The services are considered operationally critical support. The North American Industry Classification code is 492110 and the size standard is 1,500 employees or less. Vendors do not need to be direct air carriers to qualify but can partner with or subcontract to prime contractors. Subcontracting opportunities will be announced on SAM.gov when the award is made. The current contract expires on September 30, 2022 and is held by FedEx, Polar/DHL, and UPS.

Vendor Question Government Answer/Response
Q1 Do vendors need to be a Direct Air Carrier (owning or wet leasing cargo jets) to qualify for this Procurement? If the vendor does not need to be a "Direct Air Carrier" to qualify for this procurement can they potentially win this procurement as a Prime Contractor?
USTRANSCOM has a Class Justification and Approval (J&A) authorizing other than full and open competition for our air transportation contracts;
so the acquisition team may award under the class J&A to DoD Commercial Airlift Review Board (CARB) approved air carrier(s) participating in the Civil Reserve Air Fleet (CRAF) in accordance with 10 USC 2304(c)(3) Industrial Mobilization authority. In the past, the class J&A has been used by NGDS, GHS, CAT A, Combi, and Domestic Charter contracts. A carrier can either own or lease (wet or dry lease) aircraft to qualify for the CRAF contract.
Q2 If a vendor does not need to be a "Direct Air Carrier" (owning or wet leasing cargo jets) to qualify for this procurement can we potentially win this procurement as a Prime Contractor?
A prime contract can be awarded to technically acceptable DoD CARB approved CRAF carrier.
Q3 If not as a Prime, please describe what level of participation a vendor can potentially win in this procurement? Other participation opportunities include teaming with Prime vendor, and/or subcontracting opportunities.
Q4 We want to be considered for subcontracting opportunities. If there are subcontracting opportunities available when awarded, is it possible to be notified when the award is announced?
We are currently in the early stages of market research for NGDS-2. When the time comes, the solicitation and subsequent notification of NGDS-2 award will be made on SAM.gov. The current NGDS contract expires on 30 Sep 22. The prime carriers are FedEx (HTC711-17-D-C001), Polar/DHL (HTC711-1-D-C002) and UPS (HTC711-17-D-C003). You would need to contact the prime carriers directly if you are interested in subcontracting opportunities under the current contract. Otherwise, the US Transportation Command Small Business Office can be reached at: transcom.scott.tcaq.mbx.sb@mail.mil; should you have questions regarding other small business opportunities at US Transportation Command.
