RFQ Letter, Page 1, Paragraph 1 May we bid on domestic transports only, or are we required to complete both domestic and international flights?
Offeror may bid for domestic transports only if they do not want or have the capability to do international transports.
RFQ Letter, Page 1, Paragraph 4 Offeror’s customer is CAMTS accredited. We are their air transportation provider.
The Executive Director of CAMTS has stated we are therefore accredited because we are the air carrier for the CAMTS accredited customer. CAMTS has stated they will not accredit the air carrier unless they only perform air ambulance flights. Offeror provides other types of flights, but Offeror’s customer maintains their CAMTS accreditation due to our contract with the customer
Per the RFQ letter, Page 1 paragraph 3, "Medical crews must be accredited by the Commission on accreditation of Medical Transport Systems (CAMTS) and/or the National Accreditation Alliance of Medical Transport Applications (NAAMTA)." Also, per RFQ letter page 2, paragraph 6.d-f, the air carrier, would need to provide documentation that they have the agreements in place to obtain CAMTS of NAAMTA certification. As AMC/DoD is the "customer" in this situation, they will not be providing CAMTs or NAAMTA accreditation; therefore, the prime contractor must be able to provide the accreditation, either through their services or partnering with another company. If the carrier owns the aircraft and partners with a CAMTS/NAAMTA certified medical team, this would be acceptable. This documentation showing accreditation needs to be submitted prior to award.
RFQ Letter, Page 2, Paragraph 6 What is the current due date for proposal submittals? The RFQ letter states July 15, 2022; the Synopsis states “…on or about July 8, 2022.
The RFQ letter is correct. Per the RFQ Letter Page 2, Paragraph 6, the due date for submission is 11:59 AM (CT) on 15 July 2022. .
I have heard that there is an industry day coming up in the early part of July. Would you please confirm this and point me to how interested parties may register?
USTRANSCOM/AMC does not intend to hold an industry day for this acquisition.
Attachment 3, Page 8 Section 11 Paragraph b What is the definition of a “Aircraft Medical Incident”? 1. Any significant change in patient status that requires a divert/increased monitoring requirements or resulting in either temporary or permanent disability a medical incident.
2. A crew member getting injured or becoming ill
Attachment 1, Page1 Section 2 Regarding pricing for the levels of air medical crew member is this per person or per two-member team. As out lined in an Amendment #1 released 07/05/2022 Page 2, Number 5 it mentions one medical professional. In accordance with NAAMTA standards all levels of medical transport require a minimum of two medical professionals in attendance
Attachment 1 Section 2, pricing is per individual. The mission will dictate how the members of the medical crew are assigned and allocated, including medical personnel. Both the Government and the awardee will consider CAMTA and NAAMTA accreditation when planning missions and assigning air crews. It is the contractor’s responsibility to maintain that accreditation, which will be taken into consideration when planning missions.
Attachment 1, Page1 Section 1 Note 1 For point-to-point pricing can you advise from historical data what the average length in miles is as well as hours for the patient loaded leg.
Flight hours and miles vary depending on specific needs and type of mission. For each mission AMC conducts a cost-based analysis to include, location of the aircraft, and the patient’s departure and arrival point and other factors. To give an average could set an unknown expectation of usage.
Attachment 1, Page 2 Paragraph 5 Is the fuel rate calculation in addition to aircraft base mileage and medical team reimbursement fees?
Yes, per Attachment 3, Page 2, Paragraph, 3.i., fuel costs will be reimbursed separately using the calculations in this paragraph for aircraft burn rates.
Attachment 1, Page1 Section 1 Note 1 Regarding the hours. How are hours calculated, are times calculated off of lift off times or when the aircraft leaves the tarmac
Hours are calculated from aircraft liftoff to touchdown.
Attachment 1, Page1 Section 1 Note 1 Regarding pricing for ACM. If a bidder's pricing for medical personnel is typically structured on a daily rate basis as opposed to an hourly basis, factoring in all associated costs for such personnel, is an acceptable hourly rate for the purpose of this proposal the result of that daily rate divided by 8?"
It is the responsibility of the Offeror to determine the proposed rate. If minimum hours exist the contractor may note this on the pricing memo. Attachment 3, Page 4, Paragraph 4 g Total mission cost is taken into account when rank ordering missions.
