AIR AMBULANCE - SYNOPSIS
The Department of Defense (DoD) intends to establish Blanket Purchase Agreements (BPAs) with several carriers for air ambulance service, beginning 1 October 2022 (or date of award if subsequent thereto) through 30 September 2027, unless cancelled sooner. The BPAs awarded for this airlift will be used to augment military capability. There is no guarantee any service will be purchased by the Government.
The BPAs will be for service from OCONUS to CONUS and within CONUS for the movement of DoD-eligible patients using contractor-furnished aircraft configured to air ambulance standards. Special requirements may be offered on a case-by-case basis. In the future, the service areas may be expanded to include within OCONUS Geographic Combatant Commands
(GCCs).
The solicitation will only be available from the following website: https://www.sam.gov. The solicitation response date will be on or about 08 Jul 2022. A quote will not be considered unless the contractor is an air taxi operator within the meaning of the Federal Aviation Act (FAA) of
1958 (19 USC 1301) as amended. To be awarded a BPA for this service, prospective contractors must satisfy all DoD Commercial Air Carrier Quality and Safety Requirements as described in
32 CFR, Part 861.3. In addition, the Additional Standards for DoD Contract Aircraft Operations
Under FAR Part 135 (Noncommuter) (Passenger) apply. These requirements exceed the FAA
Part 135 standards in several areas. For additional information, contact HQ AMC/A3B at (618)

Medical crews must be accredited for basic life support and critical care life support by either the
Commission on Accreditation of Medical Transport Systems (CAMTS) or the National
Accreditation Alliance of Medical Transport Applications (NAAMTA). Only in the event a carrier with DoD approval is not CAMTS and/or NAAMTA accredited will that air carrier be utilized, and only if needed to save “life, limb, or eyesight. This acquisition is a 100% small business set-aside. The small business size is 1500 employees or less as NAICS Code 481211 applies to this acquisition. Be advised that all interested parties must be registered in the System for Award Management (SAM) database in order to receive an award. All responsible sources may submit a quote, which shall be considered by the agency.
