TECHNICAL WORKSHEET

SOLICITATION #: HTC711-21-Q-R008

STEVEDORING AND RELATED TERMINAL SERVICES

PORTS: MANNHEIM, GERMANY

When completing this technical worksheet based on the posted requirements, the Quoter shall assume the Government has no prior knowledge of the experience past or present the Quoter may have or performed, and will base its evaluation SOLELY on the information presented within this Technical Worksheet questioner.

**Submission Rules**

· The Quoter shall provide convincing explanation and descriptions to address how the Quoter intends to meet each item in Sections 1 through 5 on the worksheet during the period of performance listed in the solicitation. The Quoter shall not simply restate the Government’s requirements or list their past performance and past experience.

· Statements that the Quoter understands, can, or will comply with the Performance Work Statement (PWS); statements paraphrasing the PWS or parts thereof; flowcharts simply listing activities related to performance requirements of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without an explanation or description of how services will be performed during the period of performance listed, shall be considered unacceptable.

· Sections 1 through 4 of this Technical Worksheet shall not exceed 25 pages (a single-side is equal to 1-page). Section 5 of this Technical Worksheet will not be counted against the 25 pages.

· If more than 25 pages are received for Sections 1 through 4, only the first 25 pages will be evaluated and all other pages will be removed and therefore not evaluated.

· Documentary evidence (photos) and Material Handling Equipment (MHE) lists will not count against the page limits.

· Failure to provide a response to Sections 1 through 5, completing this document in its entirety and failure to attach all requested documentation may result in the Quoter’s proposal being ineligible for award.

**Technical Evaluation Questions**

1. Labor/Management

1a. Describe/explain your capability to provide personnel within a 24 and 48-hour notice, in order to support multiple work sites, reception of cargo for truck and loading/discharging multiple decks simultaneously on multiple vessels on multiple berthing.

1b. Describe/explain your plan for addressing labor shortages due to competing requirements “example; commercial “vs” military, and moving from normal work schedules to working 24/7 and how you would mitigate those personnel shortfalls.

1c. Describe the type/class of labor that makes up the different work parties/gangs (i.e. truck, and vessel operations), and their supervision structure.

1d. Describe/explain how you will maintain driver pool for the USG specialized military equipment (i.e. M1A2, M2, strikers, MRAPS). Describe any specialized training or experience you have with the operation of unique US Military equipment?

2. Material Handling Equipment (MHE)

2a. Describe and provide a list with photos, of what equipment you have in your inventory that is available to use to handle all classes of supply (to include HAZMAT and Explosives). Please include details for LO/LO and RO/RO operation for vessel and truck operations with 500T ramp and mobile crane, 100T mobile ramp, 20T stationary crane.

2b. Describe how would you supply equipment for working multiple vessels while conducting stevedoring operations working 24/7 operations to support loading/discharging multiple decks simultaneously on multiple vessels on multiple berthing while performing reception and depositing of USG cargo?

2c. Describe and provide photos of what equipment you have in your inventory that would be used to tow/dray dead lined vehicles up to 160,000 lbs. on, and off a vessel with deck heights up to 10’6’’. Describe also your plan to mitigate working multiple decks on a vessel loading/discharging inoperable vehicles to and from staging lots, while keeping up with minimum set productivity levels.

2d. The Government requires that you provide contact maintenance team, equipment and vehicle(s) capable of determining the condition of its cargo rapidly, describe how your company will support this requirement while working in multiple operations (i.e. staging lots, loading trucks, and on multiple vessel decks).

2e. The Government requires that its contractor shall have the capability to make minor equipment repairs on site and during an operation (i.e. changing tire, refueling vehicles, changing batteries), describe how your company will provide this requirement?

3. Reception and Disposition

3a. The Government requires our stevedore contractor to provide receipt and disposition and transfer of cargo Please explain your current or past business practices with reception, transferring, and disposition of cargo at each of the named ports, per the requirements.

3b. The Government maintains positive control of all cargo being imported and exported, please explain or show evidence of how (based on the requirements) you would maintain control of cargo placed in your care, including tallying, checking and inventory of cargo.

3c. The Government may elect to operate on a 24/7 basis, please explain or show evidence of your management services to operate under those conditions, include available labor, skills sets, and include certifications, licensing, training as describe in the requirement.

4. Vessel Operations

4a. The Government requires its contractor to be flexible in providing service. Can you provide flexible start times for receiving cargo at the port, starting vessels at odd hours or transitioning from normal work day schedules? Please explain your ability to provide this flexibility of varied start times and describe any impacts to Government.

4b. Describe/explain your ability to load/discharge cargo to/from a vessel without causing damage and In Accordance With (IAW) the Governments safety requirements.

4e. The Governments cargo is unique in that it comes in all weight classes, operable and inoperable (wheel vehicles, track vehicles, containers, breakbulk), where the working multiple decks is advantageous to the Government.

5. Truck operations
