QUESTION AND ANSWER ROUND TWO
MILITARY PORTS OF TURKEY (AGALAR & AKSAZ)
HTC711-21-Q-R001
Question 1:
Would the government consider accepting separate pricing lists for Aksaz and Agalar?
Combined pricing for both necessitates we take the higher rate as our cost basis for any line item where the rates vary between ports, which may not result in the best value for the government.
Answer 1:
No, separate pricing lists will not be accepted. The Quoter shall input rates as directed in the Request for Quote (RFQ) in RFQ Attachment 2 - SOR.
Questions 2:
In regard to section 1D of the SOR for “Disposition Only”, we note that the PWS Table 1 defines disposition as “The act of documenting the onward movement of cargo” (PWS Page 19). PWS
Paragraph 5.12 states that:
5.12 Disposition of Cargo by Commercial Conveyance. The Contractor shall disposition (port clearance) cargo for onward movement to its final destination by inland modes of transportation (truck 1B3). The Contractor upon request from the Government shall perform commodity LOLO, TOTO or RORO operations. The Contractor shall dray the cargo from the designated place of rest per the Governments provided or approved port clearance plan. The Contractor shall tally, document, and inspect cargo documentation for discrepancies, and load and secure the cargo on each conveyance.
Disposition of cargo also includes removing and reinstalling the transporter components i.e. sideboards, rails, chains, and if applicable tarp cargo, place placards and labels
(supplied by the Government) as needed. Compensation for services defined in this paragraph is included in the commodity rates established in schedule 1B3 of the SOR.
(PWS Page 35)
Please confirm that the prices offerors quote for section 1D Disposition Only should include only the documentation aspects of disposition, and not the dray and other services described in 5.12.
Answer 2:
Section 4.6 Table 1 refers to cargo handling services but “does not define each service as separate billable items(s)” and “does not include all activities related to specific commodity movements.” See Notes for Table 1 in PWS Sections 4.5.4 and 4.6. Schedule 1D
Disposition Only rates are for the disposition of military convoys, and the contractor is providing tally and checking services when requested. See PWS Sections 5.14 and 5.25.
Disposition charges for cargo moved by commercial conveyance are included in the commodity rate for Schedule 1B3 Load Trucks, respectively. See PWS Section 5.12.
