HTC71120QR003 – Attachment 8 Q&As

29 April 2020

SUBJECT: QUESTIONS AND ANSWERS IN RESPONSE TO HTC71120QR003, REQUEST

FOR QUOTES (RFQ) FOR STEVEDORING & RELATED TERMINAL SERVICES – CAPE

CANAVERAL

To all potential Quoters, The following questions were submitted and answered in response to the subject RFQ:

1. There are many line items in the SOR spreadsheet that have a zero in the unit quantity.

Do we need to provide rates for those line items?

A. No. Amendment 2 clarified this in the instructions to quoters. Only line items where there is a quantity identified require a quoted price.

2. Does the contractor enter the dollar amount for the out of pocket (OOP) pool or will the government add that amount?

A. Yes. The quoter will input its estimate of any anticipated expense items that aren't otherwise covered under the fixed priced line items.

3. If we put our OOP estimate in what happens if it is too high or too low? Are we responsible to make up the difference?

A. Upon award the entirety of the contract will be under one ceiling price, so the actual impact of the OOP quote is minimal on its own. The awardee will not be responsible for any shortfalls in OOP versus the quote. The OOP quote is really just for evaluation and award purposes, with the ceiling price taking predominance upon award. For example, if the award ceiling price is $1M based on the awardee’s total quote, any and all OOP charges are included in that ceiling regardless of the value of the quoted OOP line item.

4. What hazard class of explosives are being handled? i.e. 1.1, 1.2, 1.3, 1.4 etc.?

A. All explosive classes.

5. Are there man-hour rates for explosive operations?

A. No. Explosive cargo to be compensated under the applicable commodity rates, as defined for commodity classes 20 and 25 in PWS Appendix B. In the event cargo stuffing is required, there is an Ordnance division in which supports on-base.

6. Is there a current list of GFE to review?

A. There is no inventoried government-furnished equipment provided under this requirement.

7. The PWS states two different requirements related to trash & refuse collection and disposal. Is this on the Government or contractor to provide at Cape?

A. The contractor must have the capability to supply these services during a contingency operation. During day to day operation these services are already in place through base services that the Government pays through a base services contract.

8. Is it acceptable to weigh all the cargo and contents (the mass of pallets, dunnage and other securing material) of the container and add those weights to the container's tare weight as indicated on the door end of the container?

A. Yes, the contractor must have the capability to weigh containers and material stuffed inside.

9. Is office space provided to the contractor?

A. Yes.
