MEMORANDUM FOR INTERESTED VENDORS

SUBJECT: Request For Proposal (RFP) Number HTC711-19-R-R012, Pacific Northwest, specifically, The Port of Tacoma, Port of Olympia, Port of Grays Harbor, Port of Everett and Other Commercial Port Facilities throughout The Puget Sound and Columbia River Stevedoring and Related Terminal Services (S&RTS).
1. If you are an interested vendor for subject acquisition, we request a proposal to support the Performance Work Statement (RFP Attachment 1). The Period of Performance is for a Five –Year base period from 1 February 2020 through 31 January 2025.
2. The proposal shall be submitted electronically and received at our office no later than 0800CT on Monday, 23 September 2019. The electronic submission of your proposal is considered the official copy for meeting the submission deadline. In accordance with RFP Attachment 4, a response to this request shall consist of the following:
a. Contract Documentation which includes:
· RFP Information Sheet (Attachment 3)
· Completed SF1449
· If an Amendment is issued, sign each applicable SF30
· Representations and Certifications in SAM or from solicitation Clause 52.212-3
· Complete Clauses 52.209-5 and 52.209-7
· Collective Bargaining Agreement
· Small Business Subcontracting Plan
b. Part I - Technical Worksheet (RFP Attachment 4)
- To be completed IAW RFP Instructions
c. Part II - Price Proposal (RFP Attachment 2)
· Schedule of Rates (SOR)
IAW Instructions to offerors (FAR 52.212-1), a prospective awardee shall have an active registration in the SAM database prior to Proposal Submission, during contract performance and through final payment of any contract resulting from this solicitation.
