Q&A Part 2

Section 1.2, Page 2, Paragraph 1

Question: R&D work in the PNW is performed by the Port Authorities and is their jurisdiction. It would bring a jurisdictional issue if the expectation is for the Contractor to provide these services. Due to this being a jurisdictional issue, is the Contractor required to bid on the R&D commodities?

Answer: The Government understands some services are/may be covered by port tariff. In the event that the port is unable to provide the service as requested, the Government is seeking a commodity rate for reception and disposition for truck, rail, and convoyed cargo (schedule 1C &1D). This applies to all four (4) ports as described in section 6 of the PWS.
