TECHNICAL WORKSHEET

REQUEST FOR PROPOSAL (RFP) For

STEVEDORING AND RELATED TERMINAL SERVICES FOR SOUTHERN CALIFORNIA FOR THE

PORT NAVAL BASE VENTURA COUNTY-PORT HUENEME & THE PORT OF SAN DIEGO

When completing the technical worksheet offerors shall assume the Government has no prior knowledge of their experience and will base its evaluation on the information presented in this worksheet. Failure to complete this document in its entirety may result in an offer being ineligible for award. Entire submission for this worksheet shall not exceed 28 pages (Note: a single side is considered one page). Attachments, port certification, documentary evidence and equipment lists shall not count against the page limit.

1. Can your company perform Vessel and Terminals operations at Port Naval Base Ventura County-Port Hueneme & the Port of San Diego?

2. Describe how you will access labor, equipment and facilities needed to receive military cargo, stage it for loading, and conduct vessel loading operations. Describe how you will handle sensitive and dangerous goods. Your descriptions must include all equipment and labor sources.

2a. Add as attachments to this worksheet a current listing of all equipment in your inventory available to be used immediately at your terminal, and as applicable a current Collective Bargaining Agreements CBA.

2b. In the event of a union labor shortage due to competing requirement, describe how you will rectify shortage of qualified labor to ensure timely completion of operations.

2c. Can contractor provide labor with flexible start time. If the answer is YES, describe a scenario of a flexible start that offers best practice to an operations.

3. Describe your ability to receive and unload military cargo from Military and commercial trucks, and/or rail. Military cargo includes heavy track and wheeled vehicles, and containers.

4. Demonstrate your capability to conduct multiple ocean terminal operations to include the loading and discharging of various types and classes of vessel simultaneously.

Your response should explain and demonstrate your experience performing efforts involving a complete range of the following services:

· Stevedoring

· Operational Services

· Management Services

· Terminal Services similar to those identified in the PWS.

Note, the Offeror may demonstrate relevant commercial experience through a combination of efforts which together show the complete range of services. Failure to provide examples related to corporate experience may result in an offer being ineligible for award.

5. Describe how you will handle inoperable or deadline equipment weighing up to 70 tons/140,000lbs to and from transportation conveyances to include on and off the vessel to or from place of rest.

6. Describe your ability to handle multiple classes of cargo including classified and HAZMAT; your plan to mitigate and clean up spills; your reporting procedures; your emergency response plan; and the number of employees certified to handle those hazards. (Performance Requirement)

7. Describe how you will safely conduct the below phases of military cargo operations without damaging the cargo or the transport conveyances. The phases are provided below for your response. (Performance requirement)

7a. Receiving cargo by military Convoy, commercial and military truck.

8. Describe your plan to conduct the following military operations with the following scenario, the embarkation port is NBVC Port Hueneme, CA:

· ~520 pieces of military equipment consisting of 17 helicopters, 35 heavy wheeled vehicles, 289 light/medium vehicles and trailers, 150 containers (less than 20ft), 20 containers (20ft) and approximately 20 inoperable wheeled vehicles. Assume 80% of cargo will arrive by Military convoy and 20% will arrive by line-haul (Commercial and military Trucks). All helicopters are being flown in (See attachment 1 - UDL for cargo details).
