QUESTIONS AND ANSWERS as of 12 Aug 19
Q1: Could you please provide us with an (estimated) amount of Measurement Tons, as well as the Long Tons, per commodity?
A1: The Government doesn’t have a current cargo list on hand therefore we can’t give you an accurate figure.
However in looking at the SOR, The following is a summary of cargo.
16000 = 500 containers 28000 = 1100 light vehicles 5600 = 100 heavy vehicles
Q2: What is meant with “other than Shore Crane Type”?
A2: This could be the reach stacker or container stacker used with steel wire to lift vehicles.
Q3: Art 5.10.11, on p. 29 and p.30, 'Table 2 minimum contractor productivity levels?
Is this to be read as indicative, or could costs be charged, e.g. vessel demurrage, in case these minimums are not met by the Contractor?
A3: This table established Minimum productions levels for planning the upload and discharge of different types of vessels, the vessels on the table are fully loaded, and the numbers are based on that.
The Government knows that every vessel that makes port, will not be full, so therefore will be worked much faster, the contractor should plan to meet the number of pieces move per hour.
Q4 Art 5.10.19.3, Carrier owned MAFI trailers.
Could you provide us with the specs of the carrier owned MAFI trailers?
What is the maximum weight and maximum dimensions of the cargo loaded on the MAFI trailers?
A4: MIFI trailers are used mainly by the vessels calling on the ports, you can Google search the word MIFI (MIFI is a brand name) there are different configurations and sizes being used, but average size is either a 8x20’ or 8x40’. It’s designed to hold large oversized cargo or deadline vehicles.
Q5 Art 5.16.2 Light Duty Maintenance. It is our understanding we are not asked to provide this service.
A5: This section refers to inoperable vehicles, and all stevedoring contractors will be required to provide this service as part of the Performance Work Statement, for loading or discharging military cargo.
Q6: Art 5.19.1 Ramps. We discussed providing a ramp for rail loading, it is our understanding at this moment we are not providing this (instead through Host Nation).
A6: The S&RTS contractor shall be when requested, to provide ramps for discharging rail cars, or flatbed trucks.
Q7: Art 6.2.1.2 Portable Fencing. Available mobile fencing is 2m in height (instead of 3). Please be advised that the outer perimeter of our terminal is equipped with barbed wire.
A7: A portable fence is or may be at the Government’s request, and contractor supplied. If the local security manager thinks the above is good enough then it will meet the requirements for the military.
Q8: For clarity, “PoP is to be read as Period of Performance, i.e. one year?
A8: “PoP is to be read as Period of Performance, and it is for one year.
Q9: Line item 317 and 318, desks and chairs, listed as one day and each. Please advise how to quote this.
A9: Office space in general will come with furniture, (6.4.3.1) however the contractor may be asked to supply additional chairs and desks, pricing is simple, should be a rental item, keep in mind that office furniture does not have to be extravagant, just serviceable.
Q10:- Line item 327m, Open staging area. This is listed at 125.000m2. We discussed an area of approx. 105.000m2. We are currently assessing the precise m2 and shall advise timely.
A10: The unit stated their requirement (6.4.9) would need “up to” 125,000 SqMt however smaller areas could also be discussed based on the square footage of the cargo.
Q11: Line item 328, Warehouse: 10.000m2 is listed during 30 days. It is our understanding no warehouse space is required for the upcoming mission in October. We assume this is listed in order to have rate in place? As considerable time for clearing a warehouse is required, please advise.
A11: Yes, it was listed as precaution, if needed the Government would request it.
Q12: Line item 331, Container wall. Based on a double layer, our estimate is 200 x 40' (instead of 100 x 40') containers.
A12: Pricing is based on a per container use, based on (6.2.4). There was no certain number discussed, the Government would advise that the Contractor should contact the security manager for exact number and area.
