RFQ HTC711‐19‐Q‐R001

QUESTION AND ANSWER ROUND #1

(Question #1‐#7)

RFQ HTC711‐19‐Q‐R001 PIRAEUS, THESSALONIKI & ALEXANDROPOULOS

1. Please clarify what the unit quantity actually means. Is it an estimate of how often each service will be used during the contracted period? If so, then, taking for example line item 2 "MILVAN...LO/LO (Shore Crane)", is it 32 times this service will be needed in the next 5 years or is it 32MT of MILVANs will be loaded during the 5 year period?

Answer: The Unit Quantity on the SOR is for a single 1‐year Period of Performance (POP) only, therefore line item #2 is estimated at 32MT of MILVANs to be loaded per year. That same rate will not change during the five‐years, if each option year is exercised.

Since a single rate for each line item will be utilized for the life of the contract, any anticipated escalation shall be included within each rate. The total amount for the 1‐year POP will be same amount for each Option Year. The summation of the base, all option years, and the six month extension of services will constitute the Total Evaluated Price. We will post an Amendment to the Schedule of Rates for clarification of the POP and the summary tab.

2. Are there any specific certificates that will be required to conduct on/offloads of explosives?

Answer: The contractor is responsible to utilize only ADR* certified transportation/conveyances for all HAZMAT shipments in Greece to include CLV (ammunition).

*ADR (Formally, the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) is a 1957 United Nations Treaty that governs transnational transport of hazardous materials.

3. Is there some kind of max number of hours within which the premises must be cleaned after the completion of the on/offloading operation? This has to do with the broom sweepers/pressure washers that will be mobilized.

Answer: There is no maximum hour limits. If after Port Operations are completed contractor stevedores or Port Support Activity gas littered the area with garbage or any type of gear, the contractor is responsible to clean it up, but there are no timelines given by the Port Authorities.

4. a. Please specify what kind of inland transportations will be required? b. Is it Piraeus‐Thessaliniki or Piraeus‐Naples? I am sure you realize that crossing multiple toll zones or using ferries would significantly increase the cost compared to moving within the city limits.

Answer:

a. Inland Transportation from the Port of Piraeus (SDDC Military Port, RORO Pier G1 & G2 or Piraeus Container Terminal) to Piraeus Passenger Port.

b. An additional transportation service may cover shipments loaded at the Ferry Boat in Piraeus Passenger Port (SPOE) to Souda Bay Port (SPOD) with the onward movement to:

‐ Marathi NATO Complex, RFQ HTC711‐19‐Q‐R001

‐ NSA Souda Bay (NAVSUPPACT) ‐ NATO Missiles Firing Installations‐NAMFI.

All installations within a < 10 miles radius from the Port of Souda Bay

5. Who is the incumbent?

Answer: Papadatos Panagiotis

6. Can you provide the current rates on contract?

Answer: The current rates are proprietary to the contractor.

7. Is there any priority or preference given if a US company is involved vs. a non‐US company?

Answer: In accordance with Attachment 5 of the RFQ, there is NO priority or preference given to a US company versus a non‐US company. Attachment 5 provides the instructions for the quote preparations and evaluations.
