5RFQ Page 3Familiarization TrainingPrice requested for familiarization training (up to 20 persons per day), and unit is 1 x lot. PWS page 9 para 3.3 states 1 person per station will require training for up to 10 days. Please clarify the way to calculate the unit of 1 x lot? Is it per person per day? Do travel and subsistence costs also have to be included?This is a NTE rate. The Government has the familiarization training set at $14,878. The Contractor will invoice for the actual costs. An amendment will be completed to further clarify CLIN 0001.
6RFQ Page 3CLIN StructurePlease clarify what the Monthly Service Costs are to include?The Basic Monthly Service costs should include associated costs in performing all PWS requirements. Additional costs for handling a specific type aircraft are reimbursable per aircraft.
7RFQ (quantities)CLIN StructureAre these the minimum quantities? What about any additional requirements? To clarify, some CLINs for example will show Quantity 12 and unit will be month so that is fine. But some for certain services or aircraft show a specific number like 49 as the quantity. So I wondered where that number came from, and if it is the minimum number or if the figure should read 1. And what would happen if the number was exceeded?There is a basic monthly service CLIN and additional CLINs are estimated quantities for the year. The actual requirement could be less or more than what is anticipated.
8RFQ Page 9CLIN StructurePlease clarify what you mean by Mail and 1 lot? What do we put a price to?Amendment 2 was amended to remove this CLIN, costs associated with meeting requirements to mail documents shall be included in the Basic Monthly Service costs.

Is this a purchase or rental, and what calculation?Amendment 2 was amended to remove this CLIN, costs associated with the Contractor providing Materials Handling Equipment (Forklift) shall be included in the Basic Monthly Service costs.
10Page 12, Para 4.9InsurancePlease clarify level and type of insurance required?Per PWS 4.9., the contractor shall procure and maintain a level of insurance coverage commensurate with the commercial standard and in accordance with the host nation's statutory limits.
11RFQQuote SubmissionSpecifically, #2 Quote Preparation Instructions (A) indicates the response will consist of 4 parts, yet lists only 3, and (B) indicates Parts I - IV, yet only three are then detailed. Would you please clarify the requirements?This was addressed in Amendment 1.

13PWSContract RequirementsAre there specific handling companies currently contracted to supply aircraft handling services at all the locations in the PWS? Please can you provide their details? Will they still be under contract when the new contract starts?It is incumbent upon the contractor to develop these relationships.
14PWSStation Manager RequirementsRegarding Caracas, as the statistics and future expected flights are low, could we allocate a ‘proxy’ station manager for Caracas, who would also be the station manager at one of the other airports, and combine the workload? This way they could travel to Caracas for the flights and return to their home base. Or would the US Military require a permanently based station manager at all bases?Per PWS, para. 4.1.2., the Station Manager must be located on site.
15PWSSecurity RequirementsWould the contractor get support or sponsorship from the US Military to get airport and airside passes?Per PWS, 4.5. The Contractor shall ensure that sufficient personnel have the appropriate clearance to accomplish all services as specified in the PWS, to include but not limited to Airport Access, Military Ramp Access, and access to Host Nation Military Bases, as required.
16PWSPoints of ContactOur research has said that the US Military has its own handling agents at these airports, please clarify and provide names?Refer to PWS paragraphs 1.2.3., and 4.10. Upon contract award, the COR will provide the applicable email addresses, phone and facsimile numbers, etc.
17RFQMultiple OffersDo we need to compete for all the locations or we can plan just for Tocumen IAP, Panama City, Panama?The solicitation states: The government will not consider multiple offers presenting alternate terms and conditions for satisfying the requirements of this solicitation.
18Pre-Proposal Conference RequirementsPre-ProposalDo we need to register on a specific website before the preproposal?All pre-proposal attendees should have registered with USTRANSCOM via email prior to the date listed in the solicitation.
19PWS Para 1.2.4.StorageFor estimating and accounting purposes, what is the capacity of the anticipated storage requirements? Are there any additional specifications for storage?Refer to PWS paragraphs under 1.2. Aircraft Services relevant to cargo storage requirements and Appendix D, cargo tonnage handling estimates based on historical data.
20Solicitation RequirementsPart II Technical, subsection BWill the government provide additional information regarding required documentation that would demonstrate an ability to access all airport locations?The contractor may provide a letter, license, concession, etc. which indicates the capability of operating at a location.
21PWS Review @ Preposal ConferenceQ&A #9 aboveWould the government reconsider providing the Kingston, Jamaica 10K forklift as GFE due to the lack of availability of suitable forklifts at Norman Manley IAP and the extreme cost to acquire one?The Government can no longer provide a forklift.

24CaSA PWS Para 1.7.9.Arranged ServicesIs the reference listed in CaSA PWS Para 1.7.9. correct?No, para 1.7.9. should read: "The aircraft commander shall be required to pay for arranged services using the U.S. Government Aviation Into-plane Reimbursement Card (AIR Card) (except for 1.7.5.)." This will be updated in a later amendment.
25Proposal ExtensionProposal ExtensionWill the Government consider extending the solicitation due date?Amendment 003 extended the solicitation due date to 3 Jan 19.
26AMCI24-101, Volume 11, Section DPallet Build-upIs all cargo expected to be built and transported on 463L pallets?No, not all cargo is expected to be built and transported on 463L pallets. AMCI24-101, Volume 11, Section D covers Pallet Build-up. Common sense, airframe and size/amount of cargo will be determining factors.
27Appendix DStation Workload DataIs there likely to be many instances where oversize cargo or cargo requiring special handling (eg Radioactive)?The frequency of handling oversized and special handling cargo is not pre-determined nor captured in the PWS, Appendix D.
28N/AAircraft SecurityIs there a requirement for aircraft security?Aircraft security is not a requirement of the contractor.
29GFEGFEWould the Government consider selling any GFE forklifts?No, the Government is unable to sell any GFE.
