SUBJECT: Notice of Solicitation Changes in Amendment 0003, Request for Proposal (RFP) HTC711-18-R-R003 Stevedoring & Related Terminal Services (S&RTS), Kuwait
1. This letter serves to highlight the significant changes to the subject RFP that have resulted with Amendment 0003. While this list is not exhaustive, those changes include:
• Addendum to 52-212-1(b)(6): Changed documentation requirement for port authorization. The requirement in now discussed in (b)(7). Offeror will need to provide documentation evincing KPA port authorization for the prime and any proposed subcontractors operating at KPA ports, however a certifying statement directly from the KPA is no longer required.
• Atch 2, Schedule of Rates: Atch 2 has been changed to a different formatting, some quantity estimates have changed, and some line items have been added. Offerors will provide a single rate for each line item which will apply for the life of the contract.
• Atch 1, Performance Work Statement: Reformatted consistent with S&RTS program standardization. As a result of the reformatting, PWS references have likely changed which will be worth considering for technical proposal submission.
• Yard Management: Yard Management as a monthly commodity has been removed from the requirement. The underlying requirement for 24/7 operations at the Shuaiba remains unchanged, however compensation has been adjusted to include labor detention time and commodity rates (receipt, disposition, transfer, etc.).
• Detention: Detention has been added to the requirement and is defined in PWS para. 4.8.
Detention will mostly be utilized for managing the Shuaiba yard.
• Government Furnished Equipment: Atch 4, GFE List has been removed from the RFP.
The two M-88s will no longer be available for contractor use to perform this requirement.
Accordingly, offerors will need to provide a commercial solution for heavy tow operations per the requirement (e.g. deadline tank).
• Foreign Entity Vetting: Atch 6 has been removed from the RFP and is no longer a requirement.
2. A preproposal teleconference is scheduled on 18 December 2018, 0800 Central Daylight Time, local Scott A.F.B. to discuss the changes to the RFP.
