KUWAIT S&RTS HTC711-18-R-R003 Preproposal Conference Minutes – 18 December 2018

Mr. Tom Fee began the meeting with attendance and setting expectation that this was an informal meeting and a chance to answer questions about the amendment to the solicitation.
Questions regarding the requirement must be officially submitted via email to Mr. Fee, and Mr.
Smith. Some particular focus areas included:
a. Mr. Fee made emphasis on any questions received will likely not be answered unless it is something that directly affects the requirement or proposals.
b. The closing date will be extended to 10 Jan 19.
c. Mr. Fee expects to post another amendment as soon as 21 Dec 18, incorporating any additional changes to the RFP and extending the closing date. As a result, any questions should be submitted prior to that date.
d. M88’s are no longer provided as GFP, however heavy tow capability is still a part of the requirement.
e. Detention has been added to the requirement and is defined in PWS para 4.8. Detention will mostly be utilized for managing the Shuaiba yard on a 24/7 basis.
f. The requirement dictates prime and subcontractors must be acceptable to KPA for authorization to work at those ports (Shuaiba & Shuwaikh). As such, prime and subcontractor documentation for KPA port authorization are needed to meet requirements of solicitation. The specific form of that documentation is not set, however examples such as registration fee renewal or no objection letter were highlighted. The contracting officer will evaluate this documentation on a pass/fail basis.
g. Price for out of pocket expenses does not require an input on the Schedule and will be locked. Expect a new Schedule of Rates to be posted via amendment.
h. Clarification will be made for PWS para. 4.2 language to avoid and confusion related to port authorization documentation, however the RFP contract documentation requirements would control as it relates to evaluation of offers.
i. Mr. Fee opened the conference to questions. The primary questions were addressed above and all other questions related to the requirement were pushed to be submitted via email.
