Will you consider awarding this to multiple contractors? Could we prepare options for the monthly 150 seat aircraft operation and leave the intra Greenland flight for another awardee?
No, per FAR clause 52.212-2(b)(2), the Government intends to evaluate proposals and award a single contract.
In our past and current set of contracts supporting the Dept of Defense, often our clients find it helpful if we offer alternative solutions to their mission requirements that accomplish the intended task in a more cost efficient manner than perhaps the government initially envisions.
Upon reviewing the PWS for this solicitation, it occurred to us that the overall transport task USTRANSCOM is executing in this case may not begin in Copenhagen, Denmark -rather the task likely begins and ends in CONUS or elsewhere in Europe where the personnel bound to or from Greenland are actually based.
If this is the case, would you find it helpful if we offered a full-spectrum transport solution for passengers and cargo that begins at the passengers and cargo point of origin, rather than being limited to the 'last mile' of the task into Greenland?
We ask, because though the aircraft routing options direct from Copenhagen to Thule are very limited, there is more than one way to get to Greenland than only direct from Copenhagen.
Opening up the scope of the task may offer the government more cost efficient options for the entire transport chain, and allow the government to take advantage of market conditions rather than effectively limiting competition to a very select number of air carriers.
No, per PWS paragraphs 1.1, 1.2, and 1.3, one of the requirements for this contract is to provide transportation to/from Copenhagen, Denmark to Thule. This fulfills the requirement of Government furnished transportation of personnel and cargo in the Thule Air Base, Greenland - Base Maintenance Contract. In accordance with International Agreement, the Base Maintenance Contractor shall be from the Kingdom of Denmark.
