QUESTION AND ANSWER #8-28
FOR
HTC711-12-R-R014
AIR TERMINAL AND GROUND HANDLING SERVICE, ISRAEL
QUESTION #8: Reference PWS Section Appendix A Definitions, page 14, paragraph
Reimbursable Aircraft Classifications. If there is no handling of any passengers, cargo, or baggage, what type of aircraft billing is applicable?
ANSWER #8: Type A aircraft. Also see Answer #13.
QUESTION #9: Reference PWS Appendix D, page 18, second paragraph. How long is backlog cargo (cargo processed and ready for airlift) allowed to sit in the warehouses at
Ramstein and Tel Aviv before it has to be airlifted?
ANSWER #9: There are no established maximum time limits which require backlog cargo in the warehouses at Ramstein and Tel Aviv to be moved. However, the PWS establishes parameters for accepting originating cargo to limit the amount of time cargo is in the backlog and storage:
1.3.4.1. Begin accepting cargo no more than 7 calendar days prior to the next scheduled airlift mission departure.
1.3.4.1.1. Coordinate with customers to minimize the potential for exceeding the scheduled airlift mission allowable cabin load.
In the event there isn't sufficient cargo in the backlog a mission may be cancelled. Accomplishing the 7115 Report as required will also help ensure scheduled airlift operates to move backlog cargo:
1.8.2.2. Daily Offshore Station On-Hand Report RCS: AMC-A4T (AR) 7115 when requested and five days prior to a scheduled cargo channel mission via email to the Capability
Forecasting Office 721 Aerial Port Squadron (APS) Ramstein AB, Germany and TACC Offshore
Cargo Bookies, IAW AMCI 24-101, Vol.6, paragraphs 20., 20.1., 20.2.3.2. – 20.3.2.5.
1.8.2.2.1. Update and send the report to the TACC Offshore Cargo Bookies daily, beginning five
(5) calendar days prior to a scheduled cargo channel mission until the day the mission arrives/departs.
QUESTION #10: Reference PWS Paragraph 3.3.1, page 10, last sentence. Can HAZMAT
Training be conducted in Ramstein, Germany rather than Fort Lee, VA? It would be so much easier to reach the place of training from Tel Aviv.
ANSWER #10: The course is held at Ft Lee VA, and may be held at other locations world-wide.
Obtaining a course quota at Ramstein Germany will be dependent on whether any courses are to be held there during the required time-frame for attendance and available course quotas. The
Government will coordinate with the Contractor and attempt to obtain course quotas based on preferred attendance locations.
QUESTION #11: Reference PWS Appendix D, page 18. Will the Government please provide a breakdown of aircraft by airframe, type, tons of cargo, and number of passengers for the last year?
ANSWER #11: Our data base is currently down therefore we are unable to provide the requested information at this time. The information will be provided when available. Annual workload, by aircraft type, is provided in Appendix D.
QUESTION #12: Are there any issues with couriers or commercial delivery services accessing
Scott AFB?
ANSWER #12: No. Couriers or commercial deliveries such as UPS and FEDEX have access to
Scott AFB. However, recommend you require delivery receipt verification, as deliveries are initially made to a central distribution point, and delivered thereafter to the Contracting Office.
NOTE: In accordance with FAR 52.212-1, Instructions to Offerors – Commercial Items, paragraph (f)(2)(i)(B), Any offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and there is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the
Government’s control prior to the time set for receipt of offers.
QUESTION #13: Can you give more examples of a Type A aircraft?
ANSWER #13: Type A aircraft: Both aircraft arrival and departure requirements combined, where requirements do not include the physical handling of passengers or cargo; but may include handling passenger baggage, PWS paragraphs 1.3. through 1.4.3.3.
Examples include, an aircraft arriving to pick-up passengers, which is not remaining overnight.
The aircraft requirements include: parking, fuel services, and departure services. The passengers are delivered plane side and the contractor loads their baggage; an aircraft arrives, requires:
parking and departure services, inbound passengers are met plane side and depart without any additional handling requirements.
QUESTION #14: If you had two HMMVs go out as cargo, does this apply as a cost per plane?
ANSWER #14: Yes. The type aircraft is determined by accounting for the number of 463L pallet positions of cargo displaced. For example, two HMMV’s are loaded as rolling stock and chained to the aircraft cargo floor; the total number of seven 463L pallet positions are displaced, therefore one Type B aircraft should be invoiced.
QUESTION #15: Does cargo have to be stored on the airport property?
ANSWER #15: Yes. The contractor must provide storage and security for all general cargo shipments until loaded and storage and security for all terminating cargo shipments until properly released to customs or the authorized unit representative; and they must have the proper permits
(e.g. Israeli Airport Authority (IAA) concession ) to do so within the confines of the Ben Gurion
International Airport.
QUESTION #16: What exactly do you mean by storing and security of cargo?
ANSWER #16: Ensuring cargo is properly stored and protected from the elements as well as secured to prevent pilferage.
QUESTION #17: Does a special area need to be dedicated for military cargo?
ANSWER #17: No. There is no special requirement for a dedicated storage area. The contractor must ensure cargo is processed in accordance with AMCI 24-101, Vol. 11, which requires cargo to be segregated, processed, built on 463L pallets for transportation, etc.
QUESTION #18: Does the military pay for additional costs associated with the use of the
Masada Lounge in Terminal 1 when used to process passengers?
ANSWER #18: No. The PWS has been amended. Passengers are responsible for any costs associated with using the Masada Lounge.
QUESTION #19: Larger aircraft require two fuel servicings. Is this considered arranged services to bill the aircraft with a second fueling?
ANSWER #19: No. All fueling services are arranged services, and any associated costs will be charged to the aircraft.
QUESTION #20: Can the contractor carry the cost for more than the 3 personnel to get training prior to the performance period?
ANSWER #20: Training for additional personnel beyond the PWS requirement to provide training for three (3) Contractor personnel, at the 721 APS, Ramstein AB, Germany can be discussed at the Post Award Conference and is dependent on the 721 APS’s ability to provide additional training and the Contractor’s willingness to fund 100% of any associated costs.
QUESTION #21: Under 1.9.5., does the military provide fuel for the GFE MHE operated by the contractor?
ANSWER #21: No. The Government will not provide fuel for GFE MHE.
NOTE: PWS paragraph 1.9.5. identifies the requirement for the Contractor to accomplish scheduled and routine maintenance to include but not limited to replenish fluids, such as wind shield washer, transmission, oil, etc. in order to ensure the daily maintenance of Government furnished MHE and AGE. These costs are not reimbursable but shall be included under the basic monthly service CLIN.
QUESTION #22: The airport authority provides marshaling into the parking spot in the inbound, should this be re-worded to say coordinates vs. provides?

QUESTION #23: Do you accept ICAO certified training in lieu of AFMAN 24-204 (I) Hazmat
Inspector Training?
ANSWER #23: No, the contractor will have to provide personnel certified under AFMAN 24-
204 (I) as Hazmat Inspectors. Additionally, the Government mentioned during the pre-proposal conference the possibility of obtaining recertification for Contractor Personnel previously certified but not current via on-line training. Unfortunately this is not possible as Contractor personnel will not have Common Access Card access to dot mil training websites.
QUESTION #24: Does the contractor have to provide insurance for the GFE aircraft loaders?
ANSWER #24: No, the contractor does not have to provide insurance for the GFE. Also, our research indicates the two aircraft loaders do not require insurance cards referenced during the
Pre-proposal Conference.
QUESTION #25: Is the GFE supplied ADPE equipment available for contractor use?
ANSWER #25: PWS Appendix C-2 has been amended to delete the Intermec GATES printers as they cannot be utilized to accomplish manual processing requirements. The remainder of the
ADPE equipment is available for use to facilitate manual manifesting of cargo and passengers.
QUESTION #26: Does the contractor furnished office space have to be on the airport property?
ANSWER #26: Yes, preferably within the same business setting as the Contractor to allow for the coordination required within the PWS.
QUESTION #27: SF1449, Page 3, CLIN 0001. On this CLIN, who fills out the Net Amount of
$27,750.00? Government of Contractor?
ANSWER #27: This is a not-to-exceed (NTE) amount set by the Government. The amount is already pre-populated in the pricing pages. If submitting other than the supplied RFP pricing pages, the contractor should insert the NTE amount of $27,750.00 for this CLIN.
