About this file

This document contains technical instructions, price quote instructions, and proposal submission guidelines for a Request for Quote (RFQ).

Contractors must submit technical quotes demonstrating clear understanding of and ability to meet all Minimum Essential Criteria (MECs), with direct references to each MEC, supported by detailed information, diagrams, and pictures as necessary to enable Government evaluation of technical ability. Price quotes must specify total pricing for each Contract Line Item Number (CLIN) per the planned CLIN structure, with contractors submitting firm fixed pricing for all requirements including applicable discounts. The Government anticipates awarding a Firm Fixed Price contract and intends to evaluate quotes and make award without discussions, though the Contracting Officer retains the right to conduct discussions if necessary. Contractors must submit both price and technical proposals in a single submission in MS Word, MS Excel, or searchable PDF format; zip files are not accepted due to Government firewall restrictions.

Proposals are due no later than November 23, 2026, at 11:00 AM Eastern Time and must be electronically submitted to the two Points of Contact: Ms. Kirstin L. Quinn (Kirstin.L.Quinn.civ@health.mil) and Ms. Emily O'Hara (Emily.k.ohara.civ@health.mil). The offeror is responsible for ensuring receipt by the POCs. The contractor's initial quote should contain best terms from both price and technical standpoints. The Government reserves the right to make no award as a result of this RFQ.
