About this file
This document is a Questions and Answers (Q&A) file for Solicitation HT9425-25-Q-0047 regarding a hoist replacement for the U.S. Army Aeromedical Research Laboratory (USAARL). The document contains six questions and corresponding answers from potential contractors, addressing technical details about the existing and proposed hoist. Key details include: the existing Yale hoist is powered, with a trolley, 460V / 3pz / 60hz configuration, and does not have a continuous motor; the replacement hoist will be installed in an indoor environment; a site visit is not planned, but pictures of the current hoist and surroundings are provided; and the work area is accessible with a manlift through a 12' x 12' roll-up door.
The accompanying images show the indoor facility with the existing hoist structure, an orange lift vehicle, wooden crates marked "USAARL", a blue toolbox, and various industrial equipment. The hoist structure appears to be a tall, blue metal framework with supporting beams and a hoist mechanism mounted at the top. The facility seems to be a well-lit, spacious indoor research or maintenance area with concrete floors and white wall paneling.

Questions Received in Response to HT9425-25-Q-0047 as of 6 May 2025
The questions received by the Government are identified with the letter “Q” and numbered sequentially. The corresponding Government responses (answers) are identified with the letter “A” and assigned the same sequential number.
Q1: If a site visit is not planned/possible, would we be able to request pictures of the current hoist and its surroundings?
A1: A site visit is not currently planned. See below for pictures of the hoist and its surroundings.
Q2: Is the existing Yale hoist powered hoist? Powered trolley? 460V / 3pz / 60hz?
A2: Yes. The existing hoist is powered, trolley, 460V / 3pz / 60hz. The only difference between the existing hoist and the new one (specifications referenced in PWS 5.2.2) is that the existing hoist does not have a continuous motor.
Q3: What is the environment it will be installed? (indoor, outdoor, hazardous environment?)
A3: Indoor
Q4: Will they need a backup pendant control? And if so, how long of a control cable be needed?
(will the hoist be operated from ground level?)
A4: At this time, a backup, wired pendant control is not required.
Q5: Is the work area accessible with a manlift?
A5: Yes it is accessible with a manlift. See pictures below. Dimensions of roll-up door for access into the space are 12’ x 12’. In the pictures you can see a small manlift, unfortunately, we cannot allow contractors to use it. Also, in the pictures, it seems crowded, but a lot of items can be shifted out of the way.
Q6: Do we have any drawings/specs of the existing crane?
A6: See A2 above and pictures below.
