Monthly Unit Price / Annual PMCS Pricing. The CLINs appear to request pricing for a 12-month Firm Fixed Price service period for the base period and each Q4:
option period. Please confirm whether the monthly unit price in the price proposal is calculated by dividing the annual PMCS cost for all covered equipment listed in PWS Paragraph 3.1 into 12 equal monthly amounts.
The Unites States Government does not dictate how the contractor submits their monthly unit price quote. The Government intends to issue one (1) fixed price A4:
order to the responsible supplier of goods and/or services whose quotation conforming to the solicitation is technically acceptable and has the lowest evaluated price.
Please confirm whether the monthly unit price is intended to cover only scheduled PMCS services, or both scheduled PMCS and unscheduled repair services.Q5:
The monthly unit price includes both scheduled PMCS and unscheduled repair services.A5:
Inclusion of Unscheduled Repair Costs in the Firm Fixed Price. PWS Paragraph 3.8 requires the contractor, upon request by the COR/Chief of EMB, to Q6:

PWS 3.8.4 further states that the contractor shall provide replacements of worn or defective parts, excluding consumables, necessary to restore the equipment to 100% operational condition as specified by the OEM. Please confirm whether the proposed price for repairs / unscheduled services under PWS Paragraph 3.8 must be included in the monthly Firm Fixed Price CLINs.
Yes.A6:
If the cost of unscheduled services / repairs is not included in the monthly Firm Fixed Price CLINs, please clarify the process for obtaining Government Q7:

The cost of unscheduled repair services should be included in the monthly Firm Fixed Price.A7:
If unscheduled services / repairs are included in the monthly Firm Fixed Price CLINs, please confirm whether the contractor is expected to assume Q8:
responsibility for all worn or defective replacement parts, excluding consumables, without any per-repair, per-part, or annual ceiling.
Yes, per PWS Paragraph 3.8.5, the contractor shall provide for all replacements of worn or defective parts (excluding consumables) for 100% operational A8:
condition as specified by the OEM. This will be a Firm-Fixed Priced contract, and the contractor assumes all responsibility to provide services in accordance with the PWS.
BOE / Historical Repair Data for Pricing. PWS 3.8.3 requires the contractor to have ready access to unique and/or high mortality replacement parts, and PWS Q9:
3.8.6 makes freight, postage, storage, receipt of replacement parts, and return of worn or defective parts the contractor's responsibility. If unscheduled services / repairs and replacement parts are included in the Firm Fixed Price, please provide the basis of estimate or historical data necessary for pricing, including the number of unscheduled service calls, failed components, replacement parts used, labor hours, site locations, and repair costs for the past three years.
The United States Government does not provide estimates to the contractor. Site locations of the equipment are listed in PWS Paragraph 3.1. Since this is a A9:
firm-fixed priced requirement, historical repair costs are handled by the contractor and included in their monthly Unit Price.
Here are some estimated historical data about the equipment for the past year:
Estimated repair frequency for the past year: About 11 visits to CP Humphreys, about 9 visits to CP Walker, about 5 visits to Osan Air Base and about 6 visits to CP Casey.
Estimated repair items for the past year include but not limited to: Service Kits including O-rings, Valves, B/T, LCD, Breathing Circuit Module, Vaporizers and Gas Modules.

Any software updates provided by the OEM for covered equipment that enhances equipment functions and operations without hardware changes shall be installed. All equipment must be in compliance with Joint Commission (JC), HIPAA and the NFPA 99 Standard for Health Care Facilities.
All the requirements of the PWS are the contractor's Firm Fixed Price responsibility.
If remote access is restricted or approval is delayed due to DHA cybersecurity requirements, will the repair completion timeline and uptime calculation be Q22:
adjusted accordingly?
