About this file

This is an Amendment 0001 to Solicitation HT941026Q2072 dated 27 August 2026 for the 355th Medical Group (MDG) Laboratory at Davis-Monthan Air Force Base (AFB), Arizona. The amendment addresses 13 requests for information (RFI) regarding weekly delivery of 400 pounds of dry ice pellets.

Product and Delivery Requirements: The Government clarified that 3/8-inch dry ice pellets are acceptable as a substitute for the specified 5/8-inch pellets. Contractors must deliver exactly 400 pounds of dry ice at the moment of receipt; the weight requirement is measured upon delivery, not at the point of loading. Weekly deliveries must occur on Tuesdays between 7:30 a.m. and 4:00 p.m., with flexibility to deliver the day before or after if the facility is closed for federal holidays or installation closure. If a Tuesday delivery falls on an unavailable date, delivery should occur on the preceding or following business day. Container Requirements: Contractor-provided insulated bins must be insulated with internal pads to prevent evaporation and must fit within the designated 5-foot by 3-foot storage area. The Government accepts multiple container configurations, including two 220-pound bins delivered weekly or a rotating system of four contractor-owned bins with two filled and two empty bins exchanged each Tuesday. No restrictions apply to onsite storage of contractor-owned bins between deliveries. Administrative and Operational Terms: Contractors may use separate suppliers and transportation providers while maintaining full responsibility for contract performance. Davis-Monthan AFB access follows standard DBIDS provisions with no additional driver credentials or vehicle requirements needed. Rejected deliveries must be replaced within 24 hours. Invoicing occurs monthly rather than after each weekly delivery. Contractors may quote different firm-fixed unit prices for the base year and each option period to account for anticipated cost changes. All quoters must acknowledge receipt of this amendment in their submissions.

AMENDMENT 0001

DATE: 27 August 2026

SUBJ: SOLICITATION HT941026Q2072, 355th Medical Group (MDG) Laboratory at Davis-Monthan Air Force Base (AFB), AZ Weekly delivery of 400 lbs. of 5/8" Dry Ice Pellets

1. The purpose of this amendment is to answer questions or request for information (RFI) for subject solicitation:

RFI # 1. Pellet size substitution: The SOW specifies 5/8-inch dry ice pellets. Would 3/8-inch dry ice pellets be considered an acceptable equivalent/substitute if they otherwise meet the quantity, quality, and delivery requirements?

GOV’T RESPONSE #1 Yes, it will be acceptable.

RFI # 2 Container/bin size: Is there a required minimum or maximum capacity, physical dimension, construction type, insulation specification, or approved model for the contractor-provided portable container(s)?

GOV’T RESPONSE #2: It MUST be insulated and have a pad inside to prevent evaporation.

RFI # 3 Two-bin delivery: Would the Government accept the weekly 400-lb requirement delivered as two approximately 200-lb quantities in two nominal 220-lb insulated bins rather than one 400-lb container?

GOV’T RESPONSE #3: As long as it fits the area where we have established for the dry-ice it will be fine. Area is 5ft x 3ft.

RFI # 4 Four-bin exchange: Would a rotating system of four contractor-owned insulated bins, with two filled bins delivered and two empty bins removed each Tuesday, satisfy the requirement for a contractor-provided portable container maintained at the laboratory?

GOV’T RESPONSE #4: YES, as long as we keep the delivery weekly.

RFI # 5 400-lb measurement: Does the required 400 lbs. mean 400 lbs. must be present at the point of delivery/acceptance after transportation and normal sublimation, or is the 400-lb requirement based on the amount loaded by the supplier prior to transportation?

GOV’T RESPONSE #5: Lab must receive 400-lb of dry ice at the moment of receiving it.

RFI # 6 Delivery time: Is there a required Tuesday delivery window or specific time by which the weekly delivery must be completed?

GOV’T RESPONSE #6: 7:30am to 4:00pm

RFI # 7 Holiday/base closure: When a Tuesday delivery falls on a federal holiday, installation closure, or another day when the receiving facility is unavailable, should delivery occur on the preceding business day, following business day, or another designated date?

GOV’T RESPONSE #7: YES, Day before or After

RFI # 8 Site storage: Are there any restrictions on contractor-owned insulated dry ice bins remaining onsite between weekly deliveries?

GOV’T RESPONSE #8: No

RFI # 9 Delivery personnel/access: Are there any Davis-Monthan AFB access requirements beyond the DBIDS provisions in the solicitation that should be included in our transportation planning, such as driver credentials, vehicle requirements, escorts, or advance notification?

GOV’T RESPONSE #9: No

RFI # 10 Separate transportation provider: May the prime contractor purchase the dry ice from one supplier and use a separate qualified transportation provider for the final delivery, provided the prime contractor remains fully responsible for contract performance and compliance with the

SOW?

GOV’T RESPONSE #10: Yes

RFI # 11 Rejected/nonconforming delivery: If a delivery is rejected because of weight or product specification, what replacement/cure timeframe would the Government require?

GOV’T RESPONSE #11: Please clarify reason(s) for rejection they are anticipating. To date the need for a rejection has not occurred and replacement should be within 24hrs.

RFI # 12 Invoicing frequency: May the contractor invoice after each accepted weekly delivery, or does the Government require consolidated monthly invoicing?

GOV’T RESPONSE #12: Monthly invoicing

RFI # 13 Option-year pricing: Please confirm that offerors may quote different firm-fixed unit prices for the base year and each individual option period to account for anticipated changes in material and transportation costs.

GOV’T RESPONSE #13: Yes

2. All other terms and conditions remain unchanged.
