About this file
This is a Brand Name Justification (SSJ) for a simplified acquisition procurement executed by the Defense Health Agency Contracting Activity, Healthcare Contracting Division – West, for Madigan Army Medical Center at Joint Base Lewis-McChord, Washington. The procurement is a new requirement purchase order for PIV (Personal Identity Verification) card security equipment totaling two items: 5,000 units of FIPSlink V-PIV Visitors Cards (HID TAC PIV-I for Visitors, Re-Issuance/Issuance) pre-programmed with PIV-FASCN numbers readable by Monitor Dynamic's SafeNET security system, and 5 units of IDEMIA-PIV-1000 media readers. Both items have a required delivery date of 30 days after receipt of order (ARO). The contract is fixed-price and is being set aside as a total small business set-aside on SAM.gov.
The justification cites FAR 13.106-1(b)(1) authority for sole-source procurement, asserting that only one source is reasonably available due to brand-name requirements. The rationale centers on Madigan Army Medical Center's existing security system integration with IDEMIA hardware and software, making IDEMIA equipment the only capable option for integration. Market research conducted in February 2026 identified XTEC Inc. and Identity One LLC as distributors of IDEMIA equipment, and noted that 11 small businesses previously bid on IDEMIA equipment under Contract HT941025PE057. The Contracting Officer (Denise Bond) determined the anticipated cost will be fair and reasonable based on current and historical pricing information for commercially available equipment, with no certified cost or pricing data required per FAR 15.403-1(b)(3). Michael Sebastionelli, Security Division Chief, certified the technical requirements, and the procurement is marked as CUI (Controlled Unclassified Information) with source selection control and limited dissemination.
