About this file
This is a Notice of Intent to Sole Source a supply contract for ophthalmic equipment. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division–West (HCD-W), intends to award a firm-fixed-price purchase order to Sonomed, Inc. (UEI: MG1EFBLQCFK6, CAGE: 63663) located at 1979 Marcus Avenue, Suite C105, New Hyde Park, New York 11042-1002. The procurement includes a new Sonomed Escalon ultrasound system for the Ophthalmology Surgical Department at Naval Hospital Camp Pendleton (NHCP), located at Sequoia Road, Building H-135, Camp Pendleton, CA 92055. The requirement is classified under NAICS code 339115 (ophthalmic goods manufacturing) with a business size standard of 1,000 employees, and PSC code 6540 (ophthalmic instruments, equipment, and supplies). The contract is conducted under FAR 12.102(a) for commercial products and services.
The sole-source justification is based on strict compatibility requirements with existing proprietary hardware, personnel training already completed on the Sonomed Escalon system, and established maintenance support infrastructure. The government determined that no reasonable expectation exists for receiving quotes from two or more small businesses for an equivalent integrated system. Delivery is required 30 days after receipt of order (ARO) to NMRTC Camp Pendleton Optometry Department. Interested vendors must submit capability statements not exceeding four pages (8.5" x 11" format) in 10-point font or larger, including management, technical, and cost data with convincing evidence of capability to provide the equipment and preventive maintenance. The closing date for capability statement submissions is 1000 Pacific Daylight Time, Friday, August 21, 2026, to either Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) or Bobbie Dobberstein (bobbie.s.dobberstein.ctr@health.mil). No telephone requests or offers will be accepted.

Notice of Intent to Sole Source HT941026N0100
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT
AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for seven (7) Marco SC- 1600 LCD Acuity Systems (Manufacturer: Marco Ophthalmic). This procurement supports the operational requirements of the NMRTC Camp Pendleton Optometry Department and is conducted in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO) for the acquisition of commercial products and services.
Sonomed, Inc.

The North American Industry Classification System (NAICS) code for this requirement is 339115, ophthalmic goods manufacturing, which has a business size standard of 1,000 employees. The product service code (PSC) is 6540, ophthalmic instruments, equipment, and supplies.
The objective of this sole source award is to procure a new Sonomed Escalon ultrasound system for the Ophthalmology Surgical Department at Naval Hospital Camp Pendleton (NHCP), located at Sequoia Rd. Bldg. H-135, Camp Pendleton, CA 92055.
The Ophthalmology Department currently operates the Sonomed Escalon system; however, the existing equipment has surpassed its 10-year life expectancy, is in poor physical condition, and has been deemed unrepairable. To prevent outsourcing patients who require critical ophthalmic ultrasound procedures, the department must replace this obsolete system.
Sonomed Escalon is the only source capable of meeting the government’s minimum requirements. NHCP technical and clinical personnel are already fully trained on this system, and technical staff maintain the equipment under the current maintenance schedule. Retaining the Sonomed Escalon system eliminates the need to retrain clinical personnel and leverages the facility's established maintenance support infrastructure, thereby preventing operational downtime and unacceptable delays in patient care. Furthermore, standardizing this technology directly supports patient safety by ensuring seamless continuity of care, eliminating user learning curves, and preventing the operational risks associated with outsourcing diagnostic services.
Because this requirement relies on strict compatibility with existing proprietary hardware, and market research indicates no reasonable expectation of receiving quotes from two or more small businesses for an equivalent integrated system, the government intends to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
Delivery Date: 30 Days ARO Delivery Location: NMRTC Camp Pendleton Optometry Department: Sequoia Rd., Bldg. H-135, Camp Pendleton, CA 92055
