About this file

This is a Notice of Intent to Award a Sole Source Supply Contract for ophthalmic imaging equipment. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division–West (HCD-W), intends to award a firm-fixed-price purchase order to DGA Medical LLC (SDVOSB) for a VuMAX™ HD B-Scan/UBM/A Scan Imaging System (Sonomed Escalon ultrasound system). The requirement is classified under NAICS code 339115 (ophthalmic goods manufacturing) with a business size standard of 1,000 employees, and PSC 6540 (ophthalmic instruments, equipment, and supplies). The procurement supports operational requirements at Naval Hospital Camp Pendleton (NHCP) located at Sequoia Road, Building H-135, Camp Pendleton, CA 92055. The Government is executing this as a sole source acquisition under FAR 12.102(a) and RFO 19.106-3(a)(1) because DGA Medical LLC is the exclusive authorized distributor for SteelcoBelimed products to the U.S. Government, and the contracting officer has no reasonable expectation of receiving offers from two or more SDVOSB concerns. The existing equipment has exceeded its 10-year life expectancy, is in poor physical condition, and is unrepairable; replacement is necessary to prevent outsourcing critical ophthalmic ultrasound procedures and to maintain continuity of care, eliminate retraining requirements, and leverage existing maintenance infrastructure.

The delivery date is 30 days after receipt of order (ARO) to the NMRTC Camp Pendleton Optometry Department at the specified location. This notice is not a request for competitive proposals, and no formal solicitation document exists. Sources interested in challenging the basis of this requirement must submit a capability statement as a Microsoft Word or PDF attachment to Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) or Bobbie Dobberstein (bobbie.s.dobberstein.ctr@health.mil) by 1000 Pacific Daylight Time on Friday, August 21, 2026. Capability statements must not exceed four pages (8.5" x 11" format) with minimum 10-point font and must include management, technical, and cost data with convincing evidence of capability to provide the required equipment and preventive maintenance. Requests for documentation or inquiries for additional information will not be considered affirmative responses. The Government will use received information exclusively to determine whether to conduct a competitive procurement or proceed with sole-source award. No telephone requests or offers will be accepted.

Notice of Intent to Sole Source HT941026N0100-0002

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for VuMAX™ HD B- Scan/UBM/A scan Imaging System. This procurement supports the operational requirements of the NMRTC Camp Pendleton and is conducted in accordance with Federal Acquisition Regulation (FAR) 12.102(a) and RFO 19.106-3(a)(1), this acquisition of commercial products and services is being executed as a sole source, as the contracting officer does not have a reasonable expectation that offers will be received from two or more SDVOSB concerns.

DGA Medical LLC (SDVOSB) 419 W Aire Libre AVE Phoenix, Arizona 85023-7922, United States

UEI: GZT6NJ8HJLC3

CAGE: 39VR1

The North American Industry Classification System (NAICS) code for this requirement is 339115, ophthalmic goods manufacturing, which has a business size standard of 1,000 employees. The product service code (PSC) is 6540, ophthalmic instruments, equipment, and supplies.

The objective of this sole source award is to procure a new Sonomed Escalon ultrasound system for the Naval Hospital Camp Pendleton (NHCP), located at Sequoia Rd. Bldg. H-135, Camp Pendleton, CA 92055.

The Sonomed Escalon system; however, the existing equipment has surpassed its 10-year life expectancy, is in poor physical condition, and has been deemed unrepairable. To prevent outsourcing patients who require critical ophthalmic ultrasound procedures, the department must replace this obsolete system.

Sonomed Escalon is the only source capable of meeting the government’s minimum requirements. NHCP technical and clinical personnel are already fully trained on this system, and technical staff maintain the equipment under the current maintenance schedule. Retaining the Sonomed Escalon system eliminates the need to retrain clinical personnel and leverages the facility's established maintenance support infrastructure, thereby preventing operational downtime and unacceptable delays in patient care. Furthermore, standardizing this technology directly supports patient safety by ensuring seamless continuity of care, eliminating user learning curves, and preventing the operational risks associated with outsourcing diagnostic services.

DGA Medical LLC, is the exclusive authorized distributor for SteelcoBelimed products to the U.S. Government, making them the only source capable of providing this specific equipment.

Consequently, this acquisition of commercial products and services is being executed on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 12.102(a) and RFO 19.106-3(a)(1), as the contracting officer does not have a reasonable expectation that offers will be received from two or more Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.
