(be as specific as possible) Question/Comment

(one per line) Government Response

1 N/A N/A Please provide the current incumbent on this contract. This question was answered in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024.

2 N/A N/A Please provide the current contract number on this contract. This question was answered in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024.

3 N/A N/A Are there any changes from the current scope of work? Yes, there are changes from the current Air Force contract scope of work to the scope of work defined in the PWS posted with this solicitation.

4 N/A N/A Is there a limit to the number of pages that the answers for the Technical capability form can have? Meaning can the offerors answers go beyond the two pages that this form is currently?

The Technical Capability Form submission must not exceed 5 pages. Any pages beyond page 5 will not be read or evaluated. This limitation is added via Amendment 0001.

5 Solicitation Is this a new requirement? This is a new requirement for the Defense Health Agency. However, see Q&A # 2 in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024 for more information.

6 Solicitation If it is not a new requirement, what was the incumbent solitation/contract #? This question was answered in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024.

7 Solicitation 4.1 Equipment Can the average Crossover or SUV fulfill the PWS? Is a sprinter needed? The Government requirements do not define a specific type, size, or quantity of vehicle(s). It is the vendor's responsibility to identify a solution that will meet the requirements defined in the PWS. Refer to PWS paragraph 4.1, Equipment, for specific limitations regarding the vehicle(s). Refer to PWS paragraph 3.3 for the estimated number of totes per route per day. Refer to Attachment 4, GFP List, for the typical totes and sizes to be provided by the Government for transport.

8 PWS How will the specimens and pharmaceuticals be contained (i.e. totes, hazardous waste bags, etc.)?

All specimens and pharmaceuticals are contained in secured government-provided totes. See PWS paragraphs 1.8.2.2, 1.13 and 3.0.

9 PWS How large of a vehicle is required? We have a truck with a standard 6-foot covered bed that can be locked, will that be sufficient?

See Government Response #7.

10 What was the cost of the final full option year of the previous contract? The Government does not provide incumbent contract pricing information. You may use the ezSearch tool at the Federal Procurement Data System site https://www.fpds.gov/fpdsng_cms/index.php/en/ to search for publicly available data.

11 How many drivers/vehicles are currently used to service the current contract? It would be inappropriate for the Government to disclose the incumbent contractor's service solution.

12 What is the vehicle size currently servicing this location? See Response to Question 11.

13 What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?

Please read the PWS in its entirety. Specifically, refer to PWS paragraph 1.6.4, Hours of Operation, for the days services are required and Exhibit A001, Courier Routes for the exact route requirements.

14 Do you accept CPARs evaluations as additional Past Performance information? Past performance information was not requested in response to this solicitation.

15 Regarding specific employees information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable?

It is unclear what requirement this question is attempting to clarify. The solicitation does not require identification of any "specific employees information" as part of the quote submission.

16 PWS Since these are considered essential services, is budgeting for a backup driver and vehicle on a daily basis something that would be required in case of a break down, or if an accident occurs?

It is up to the vendor to determine how to plan, budget, and price its ability to maintain services if break downs, accidents, employee absences, etc. occur.

17 PWS It appears there are three daily routes but the Attachment 6 seems to indicate 10 routes?

Per PWS Exhibit A001, Courier Routes, there are three daily routes: 1) Pharmacy / Warehouse, 2) Laboratory / Dental / Records, and 3) Lab / Pharmacy (Buckley SFB Option). Attachment 6, Pricing Schedule, is broken down to reflect pricing for Routes 1 & 2 combined and Route 3 as a separate CLIN for each 12-month period;

thus, there are two CLINs for each period. The base period includes CLIN 0001, with 0002 (Buckley Route) as an option; option period 1 includes CLINs 1001 and 1002;

option period 2 includes CLINs 2001 and 2002; option period 3 includes CLINs 3001 and 3002; and option period 4 includes CLINs 4001 and 4002. Note that Routes 1 & 2 are priced together each year, whereas Route 3 is priced separately.

18 PWS 3.3 It says there is the possibility of 100 crates but averages only 12 or so a day. Does that mean that we should budget for a bigger truck to run the route instead of a smaller van or would we know ahead of time about a bigger truck being needed to carry 100 crates?

The PWS dated 26 February 2024, issued with Amendment 0001, has revised paragraph 3.3. The number of totes per route each day depends on the medical services provided by each facility, thus cannot be predicted with precision. PWS paragraph 3.3 (revised) identifies the number of totes per route each day may range from 2 to 20, with an averag e per route each day estimated at approximately 12 totes.

The estimated maximum number of totes was corrected from 100 to 20.

19 Can I get a copy of Air Force contract FA700019CA004? The Government does not provide copies of current contracts. You may use the ezSearch tool at the Federal Procurement Data System site https://www.fpds.gov/fpdsng_cms/index.php/en/ to search for publicly available data.

20 HT940724Q0001 General Contract Question Is there an incumbent company currently performing these services? If so, can you please provide current company's name? Or is this a brand new contract?

This question was answered in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024.

21 PWS Page 5 Sec. 1.13 Packaging (Sentence 2)

This section mentions "refrigerated transport containers" - Does this mean that the vehicle must be refrigerated or will the items be packed in a refrigerated container provided by the government?

The items will be packaged in a refrigerated container provided by the Government.

The sentence referenced in this question reads, "The Government will determine what items will be in secured or refrigerated transport containers." The sentence immediately preceding that reads, "The Government is responsible for packaging all items." See Attachment 4, GFP List, specifically Line Numbers 2 (Insulated Round- Trip Totes, plastic, PN S-22731) and 3 (Foam Insert for S-22731 totes, PN S22732) for containers anticipated for use to transport refrigerated items.

22 PWS Page 5 Sec. 1.13 Packaging (Sentence 2)

Are these totes safe to be stacked (one on top of the other)? Yes, the government furnished totes are safe to be stacked on top of each other as they are rigid plastic. See the Attachment 4, GFP List, "Notes" column for the websites that contain more detailed tote descriptions.

23 PWS Page 5 Sec. 1.13 Packaging (Sentence 2)

This section states that the government will pack all items. Will they also unpack/unload?

PWS 1.13 does not state that the government will pack all items. It reads, "The Government is responsible for packaging all items", which means that all items for transport will be packaged in the appropriate government furnished totes. The Contractor is required to load all totes from the pick up location onto the transport vehicle and unload all totes from the transport vehicle at the drop-off location.

24 PWS Pages 11-14 Exhibit A001 Based on the "established times", Is it safe to assume that 2 vehicles will suffice for the 3 routes or is there a recommended number of vehicles?

Per PWS paragraphs 1.1, 1.2, 1.6.3, 1.6.4, and 5.1, the courier services are required Monday through Friday, excluding federal holidays or facility closures. The required Courier Routes are defined in Exhibit A001, Courier Routes, of the PWS. The Government’s requirement does not specify the number of drivers or vehicles required; however, based on the defined route schedules, it is anticipated that three drivers will be necessary to meet the schedule requirements if all routes are exercised (note that the Buckley route is an “option” in all performance periods).

25 General Question Who Was the previous incumbent of this Solicitation (HT940724Q0001)? This question was answered in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024.

26 General Question How exactly would you like the Proposal submitted for Solicitation (HT940724Q0001 Medical Courier Service for Colorado Military Health System)?

This question was answered in the document titled "Questions and Answers re Presolicitation Notice HT940724Q0001" posted on 2/5/2024.

27 PWS Exhibit A001 Does Route 1, 2, and 3 Need to be done daily with different Drivers? See Government Response #24.

Upon completion of a favorable background check, the COR will process the CAC application."

30 PWS page 16, para 3.3 What is the average weight per tote? The Government does not have the average weight per tote. However, see PWS paragraph 5.2.4 which requires the drivers to be able to lift containers up to 50 pounds.

(one per line) Government Response

31 PWS page 8, para 5.1.4 If delays occur near the beginning of the route and it affects all the remaining stops, is it required to call each stop?

No, the driver is not required to call all remaining stops. The driver shall call the next organization on the route, the Contract Manager, and the COR to report the situation.

The Contract Manager shall notify all remaining stops on the route of the situation and coordinate an acceptable solution. The revised PWS dated 26 February 2024 has revised paragraph 5.1.4 to reflect this clarification.

32 PWS Exhibit A001 Time Frames How much time is expected to wait at each stop for pick up and delivery, in particular at the gate entrance?

The wait time at the Route stops should be minimal, if any, at the scheduled times.

The Government does not have wait time data for the gate entrances.

33 PWS page 6, para 3.3 The average number of totes is 12. Is that referencing the aveage for each stop? The average estimated number of totes per route each day is approximately 12. The revised PWS dated 26 February 2024 has revised paragraph 3.3 to reflect this clarification.

34 PWS page 2, para 1.6.5.1 In the event our driver goes down, are alternate drivers required to be approved? It is unclear what the question means by "are alternate drivers required to be approved". For purposes of this response, it is assumed that this is inquiring about approval for base/facility access. Since access to base facilities is required for performance, all drivers (including any alternates / backups) are required to have a Common Access Card for access. Your Mission Essential Contractor Services Plan must delineate how you intend to meet this requirement, and your pricing should reflect your plan.

35 PWS page 7, para 5.1.1 Are wearing of shorts permitted? The designated uniform for the drivers is up to the company.

36 PWS Exhibit A001 Do drop off locations have loading docks? Yes, drop off locations have loading docks.

37 GFP It says the govt will pay for the totes but is also lists a product line and amount, so do we include the total cost of the total quote for reimbursement?

As indicated throughout the PWS, the Government will package all all items in government furnished totes. Attachment 4, GFP List, identifies the totes that the government antipates providing. The contractor is not required nor authorized to purchase or provide totes under this contract.

38 GFP Where exactly do you want to see the cost of this on form 1449? Since the totes are provided by the Government, there is no tote cost to the vendor;

thus, there shoud be no tote cost in its pricing.

39 GFP Does the quantity amount of 20.00000 = 20 or 20,000,000 needed? The quantities specified in column I of Attachment 4, GFP List, are as shown:

20.00000 (twenty). The required-use DoD form automatically formats the quantity to include 5-digits after the decimal point.
