About this file

This is Standard Form 30 Amendment 0001 to Solicitation HT940626QE0072, issued by the Defense Health Agency (DHA) Southeast, located in Frederick, Maryland, on September 3, 2026. The amendment extends the response due date from September 3, 2026, to September 8, 2026, at 01:00 PM EST, and incorporates an official Government Questions and Answers (Q&As) list into the contract file.

The solicitation pertains to a firm-fixed-price procurement for dry ice (5/8" pellets) delivery to Womack Army Medical Center (WAMC) in support of the Department of Pathology and Blood Donor Center. The Government requires bi-weekly deliveries (Mondays and Thursdays) of 150 lbs. to Pathology and 250 lbs. to the Blood Donor Center, totaling 400 lbs. per delivery day. The amendment clarifies that consolidation into a single weekly 800 lbs. delivery is not permissible due to WAMC storage constraints, and that bidders must factor an estimated 8-10% sublimation loss into their pricing to ensure the exact net usable weights are delivered. The Government will permit direct bin exchange programs for proprietary specialty transport containers. All offerors must submit complete pricing for the Base Year and all four Option Years to be eligible; incomplete quotes with blank option years will be excluded. Bidders may supplement submissions with proprietary quote systems but must complete and return the formal pricing matrix from Enclosure 1 (Page 17 of 20). This is a follow-on recompete to predecessor contract W91YTZ21P0160, previously awarded to Continental Carbonic Products, Inc. (CCPI) as an unrestricted procurement.

AMENDMENT NO. 0001 - QUESTIONS AND ANSWERS (Q&As) The Q&A list below is hereby incorporated into the contract file and solicitation terms:

SECTION A: TECHNICAL & LOGISTICAL QUESTIONS

The solicitation currently requires bi-weekly deliveries (Monday and Thursday) of 150 lbs. to the Department of Pathology and 250 lbs. to the Blood Question:

Donor Center, totaling 400 lbs. per delivery day. Would the Government consider consolidating both deliveries into a single weekly delivery of 800 lbs. (combined total for both locations) on one designated day, rather than two separate bi-weekly deliveries?

: No. Womack Army Medical Center (WAMC) storage capacity cannot accommodate an 800 lbs. single delivery. The bi-weekly delivery Government Response schedule (Mondays and Thursdays) remains a mandatory clinical requirement to prevent excessive sublimation and ensure on-site storage space is not exceeded.

The vendor utilizes proprietary specialty transport bins for delivering 5/8" dry ice pellets, which are wrapped in plastic inside our containers. Would the Question:

Government permit a bin rotation program whereby the delivery drivers drop off full transport containers at each delivery location while simultaneously collecting the emptied bins from the prior delivery for reuse on subsequent visits?

Yes. The Government will permit an immediate, direct bin exchange program. Bidders may exchange containers, provided the delivery Government Response:

driver collects the empty containers from the previous delivery at the exact time of dropping off the full containers. WAMC cannot store or hold empty containers simultaneously with active containers due to severe space constraints.

Due to the nature of dry ice, carbon dioxide ($CO_2$) sublimation (evaporation) occurs between the point of production and site delivery -- typically Question:

accounting for a loss of approximately 8-10%. Would the Government consider a modest increase in the contracted weekly delivery quantities to compensate for this sublimation loss and ensure the receiving locations receive the full usable weight as specified in the solicitation?

No. The Government will not increase the contracted quantities. Bidders are responsible for delivering the exact net usable weight Government Response:

specified in the solicitation at the destination points (150 lbs. for Pathology and 250 lbs. for the Blood Donor Center). Bidders must calculate and factor any transport-related sublimation losses directly into their proposed fixed unit prices.

SECTION B: CONTRACTING & ADMINISTRATIVE QUESTIONS

Do we have to bid the other option years to be eligible? $CO_2$ prices can fluctuate and we are hesitant to bid more than one year at a time.Question:

Yes, offerors must submit pricing for all CLINs (including the Base Year and all four Option Years) to be eligible for award. Quotes with Government Response:

blank option years will be deemed incomplete and excluded from evaluation. In accordance with the Firm-Fixed-Price (FFP) nature of this procurement, proposed option-year pricing shall be final, and no price adjustments will be accepted during the contract's period of performance or upon the exercise of any option periods.

Bidders are expected to factor all projected inflation, market volatility, and carbon dioxide ($CO_2$) price fluctuations directly into their proposed firm-fixed unit prices for Option Years 1 through 4.

Can we use our proprietary quote system to generate the quote and attach it to the solicitation?Question:

Bidders are welcome to attach their proprietary quotation sheets as a supplement; however, the formal, completed pricing matrix Government Response:

provided in Enclosure 1 (Page 17 of 20) of the solicitation must be completed, signed, and returned concurrently to be considered for award.

Is there an incumbent/recompete or is this a brand-new project? If yes, could you please provide the award number?Question:

This is a follow-on requirement to an existing service. The predecessor contract number was W91YTZ21P0160, awarded to Continental Government Response:

Carbonic Products, Inc. (CCPI) as an unrestricted procurement.
