SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 06-Feb-2024 10:00 AM to 12-Mar-2024 09:00 AM.
The following have been modified:
BASIS FOR AWARD
EVALUATION CRITERIA
(a) The Government will award a Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Offerors must meet each of the requirements noted in the performance work statement at time of quote submission.
The following factors shall be used to evaluate offers:
Factor 1: Capability/workforce
Factor 2: Price
Factor 3: Part Performance
Award Consideration: The Government intends to award a Contract to the responsible Offeror whose quotation is the most advantageous and represents the best value after evaluation in accordance with the factors in this solicitation. The quote will be selected in compliance with the procedures in FAR 13.106-2 Evaluation of Quotations or Offers. The Government may accept other than the lowest priced quote where the perceived benefits of the higher priced quote merit the additional price. Conversely, the Government may select a lower-priced, lower rated quote if the Government determines that the premium associated with the higher rated quote is not justified. The importance of price as an evaluation factor will increase with the degree of equality in overall technical merit of competing quotes.
*The Government reserves the right to cease further evaluation of a quote following identification of a quote deficiency or Unacceptable rating in any one Factor, if determined by the Contracting Officer in the best interest of the Government.
Factor 1: Capability/workforce
Evaluation of this factor is a subjective evaluation of the Contractor's demonstrated resources, capability, and methods to meet all requirements. This factor will be evaluated on an Acceptable/Unacceptable basis. The
Contractor’s submittals will be evaluated on the adequacy of the Offeror's plan to support all areas of the PWS with qualified personnel as well as the availability of those individuals. Failure to demonstrate a clear and unambiguous capability approach to meeting the requirements will result in an “Unacceptable” rating for this factor.
Factor 2: Price
All quotes that remain otherwise eligible for award, will be evaluated for mathematical accuracy. The quoted price will be evaluated for reasonableness in relation to the solicitation requirements. The Government may limit the price assessments to those Contractors’ quotes that represent the most likely candidates for award based on information derived from the capability reviews.
Factor 3: Past Performance
Past performance is defined as how well a vendor has performed on meeting recent and relevant requirements in terms of scope, size, and complexity.
The basis of evaluation is a subjective evaluation of how well the Vendor performed on recent and relevant
Contracts regarding the RFQ requirement. This factor will be evaluated on an Acceptable/Unacceptable/Neutral basis. Vendors with an overall satisfactory past performance will be rated as “Acceptable.” Vendors with a less than satisfactory overall past performance will be rated as “Unacceptable.” Vendors who do not possess a performance record, or whose past performance cannot be evaluated, will be rated as “Neutral” and may not be evaluated favorably or unfavorably.
In Addition to the above, the Government may review System for Award Management (SAM) using Contractor’s
CAGE / Unique Identification number, Contractor Performance Assessment Reporting System (CPARS) ratings, and other existing past performance ratings on relevant Contracts. The Government may also review other relevant past performance information contained in local files and other sources, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases. General trends in a Contractor’s past performance may also be considered.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding Contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
GENERAL INFORMATION
Contractor Compliance: The contractor shall not comply with any order, direction, or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract. Doing so places the contractor at risk of nonpayment.
Contractor Notice Regarding Late Delivery/Performance: In the event that the contractor anticipates or encounters difficulty in complying with the contract delivery/Performance schedule or date, the contractor shall immediately notify, in writing, the Contract Specialist and Contracting Officer. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery/performance schedule, or of any rights or remedies provided by law or under this contract.
Payment: Payment for this action will be made by Electronic Funds Transfer (EFT) through the Defense
Finance and Accounting Services (DFAS) utilizing Wide Area Work Flow (WAWF). See DFARS 252.232-
