About this file

This document provides instructions for potential offerors to request historical workload data for the TRICARE Overseas Program (TOP) 2028 procurement. The Defense Health Agency (DHA) is making available controlled unclassified information (CUI) covering multiple data categories including claims data (CY 23-CY25), summary enrollment data (CY25), referral data (CY25), aeromedical evacuation data (01SEPT24-31AUG25), authorization requests (CY25), customer service data (CY24-25), historical translation data (01SEPT24-31AUG25), medical capability reports (01SEPT23-31AUG25), notification of case data (FEB25-JAN26), TOP21 claims processing volumes (CY22-CY25), and TRICARE Service Center walk-ins (CY25). To obtain this data, potential offerors must submit a signed Non-Disclosure Agreement along with their website address, Commercial and Government Entity (CAGE) code, and Data Universal Numbering System (DUNS) number to Matthew Lechner, Contract Specialist, at matthew.d.lechner2.civ@health.mil, with courtesy copies to Matthew Anderson, Contracting Officer, and Dawn Ruther, Senior Program Analyst. The email subject line must include "TOP 2028 Data Request."

After DHA receives a complete and compliant request, it will verify that the requester qualifies as a potential offeror and determine at its sole discretion whether to provide the data. Approved requesters will receive a DoD Safe web link via email to retrieve the historical data. Firms without existing CAGE or DUNS numbers should note this in their request email. Those determined not to be potential offerors will be notified that data will not be provided. All data is designated as Controlled Unclassified Information and must be safeguarded from unauthorized disclosure.
